Climate law: green parliamentarians formulate 15 proposals to go further

2021-03-08T14:37:36.858Z

Deputies and senators, including Matthieu Orphelin, Delphine Batho, or even Senator Ronan Dantec criticize the text for not being "up to par".

It is a way of reconnecting with the proposals of the Citizen's Convention for the Climate (CCC).

This Monday, the deputies of the special committee begin the examination of the “Climate and Resilience” bill led by the Minister of Ecological Transition, Barbara Pompili.

Harshly judged by the conventionals themselves, the text is also criticized by parliamentarians who deem it not

"up to par"

.

A coalition of environmentalist deputies and senators - including Matthieu Orphelin, Delphine Batho and Cédric Villani - thus formulated 15 “

structuring measures

”.

Housing, advertising, air transport ... The elected ecologists want to go further than the bill, which they describe as "

farewell to the Paris Agreements

".

For them, it is a question of rejecting the divisions by not doing “

punitive ecology

” but by adding a “

social corollary

”.

Inspired by the CCC's proposals, elected officials also wish to restore ambition to measures that they consider mitigated by the government.

The introduction of the "food voucher" from 2022

Many objectives are therefore revised upwards.

On the ban on air traffic for domestic flights, the parliamentarians wish to put it in place as soon as an alternative by TGV of less than 4 hours exists, unlike the 2h30 retained in the bill.

In the same way, they propose to introduce the obligation of global energy renovation of housing from 2024, both at the time of the sale of the property, the renewal of the lease or major works.

The text, as it is currently drafted, simply aims to prohibit the rental of thermal strainers.

It is also for environmentalists to put forward "

common sense

".

On the thorny subject of advertising, for which the CCC pleaded for very strong regulation, the deputies and senators propose a progressive ban plan over ten years.

It would concern the most polluting vehicles and air travel from 2022 and would then be extended to all the products that emit the most greenhouse gases.

Elected officials also want to introduce from 2022 the “food check” aimed at offering the most vulnerable people access to quality products.

Although approved by Emmanuel Macron in December, it ultimately does not appear in the text.

Provisions relating to agriculture, renewable energies, digital technology, communities and even taxation are also among the proposals.

While nearly 5,000 amendments were tabled ahead of the examination of the text, the deputies present were indignant to see several of their proposals being declared inadmissible by the committee.

"

It is a political coup that the majority makes, it respects neither the work of the 150, nor the work of parliamentarians,

" denounced the former EDS Matthieu Orphelin.

"

The reading to be had is very political

" abounded MP Paula Forteza.

He added: “

What we see is that the inadmissibility rate targets opposition groups much more than the majority.
