If you plan to travel to Spain in the next few days, take into account the following restrictions and requirements of the Ministry of Foreign Affairs.

From this Monday, travelers from Colombia and Peru must keep a mandatory 10-day quarantine upon arrival in Spain.

If you plan to travel to the European country in the next few days, keep the following restrictions in mind and check if you meet the requirements of the Spanish Ministry of Foreign Affairs.

Who requires mandatory quarantine?

As reported last week by the Spanish Ministry of Health, passengers arriving from Peru and Colombia must keep mandatory quarantine for 10 days "to stop the spread of new variants of covid-19."

In this way, the two Latin American countries joined the measure imposed on February 22 on travelers from Brazil and South Africa, along with eight African countries: Botswana, Comoros, Ghana, Kenya, Mozambique, Tanzania, Zambia and Zimbabwe.

The quarantine period may be reduced from 10 to 7 days "in the event that once the initial one-week quarantine is over, a negative RT-PCR or other tests based on equivalent molecular techniques or antigen tests that have minimal performance are provided equal to or greater than 90% sensitivity and equal to or greater than 97% specificity ”.

What countries are exempt from restrictions?

For now, no country on the American continent is exempt from restrictions to enter Spain.

"They can enter Spain without restrictions, residents (regardless of their nationality) in Australia, New Zealand, Rwanda, Singapore, South Korea, Thailand and China," Ignacio Siles, spokesman for the Office of Diplomatic Information, told CNN en Español of the Ministry of Foreign Affairs of Spain.

The current restrictions on entry into Spain are regulated in Order INT / 657/2020, of July 17, the last modification of which was made through Order INT / 62/2021, of January 28 (which deleted Japan from the annex of countries exempt from restrictions).

This was extended until March 31, 2021 by Order INT / 161/2021, of February 24.

Who has flight bans?

As reported to CNN in Spanish by the Ministry of Foreign Affairs, “residents of the United Kingdom, South Africa and Brazil cannot enter Spain since flights from those countries to Spain are prohibited by virtue of Order PCM / 164/2021, of the February 24th".

"Only Spaniards and residents of Spain / Andorra can enter from the United Kingdom, South Africa and Brazil", who must remain in quarantine for 10 days after arrival.

Who can enter Spain from Latin America and the United States?

«Residents in the rest of third countries (and, therefore, in Latin America and the US) can only enter Spain if they belong to any of the categories of article 1 of Order 657/2020, with prior authorization to enter processed through the relevant Consulate of Spain, of the country of residence, "explains the ministry spokesman.

The exempt categories are:

a) Ordinary residents of the European Union, Schengen Associated States, Andorra, Monaco, The Vatican (Holy See) or San Marino who go to that country, accrediting it with documentation.

b) Holders of a long-stay visa issued by a Member State or Schengen Associated State who are heading to that country.

c) Health professionals, including health researchers, and elderly care professionals who are heading to or returning from their work activity.

d) Transport personnel, seafarers and aeronautical personnel necessary to carry out air transport activities.

e) Diplomatic and consular personnel, of international organizations, military, civil protection and members of humanitarian organizations, in the exercise of their functions.

f) Students who carry out their studies in the Member States or Schengen Associated States and who have the corresponding permit or visa and medical insurance, provided that they go to the country where they are studying, and that the entry occurs during the academic year or the 15 days prior.

g) Highly qualified workers whose work is necessary and cannot be postponed or carried out remotely, including participants in high-level sports events that take place in Spain.

These circumstances must be justified by documentary evidence.

h) Persons traveling for duly accredited imperative family reasons.

i) People who document reasons of force majeure or need, or whose entry is allowed for humanitarian reasons.

And the relatives of community citizens?

As the Spanish Ministry of Foreign Affairs told CNN en Español, "the exceptions related to family members of the community are part of the family reunification regime in a community regime that are not subject to restrictions and are outside of Order 657/2020."

“Since July 2020, EU citizens and their families have been subject to Royal Decree 240/2007 on entry, free movement and residence in Spain of citizens of the Member States of the European Union and of other States party to the Agreement on the European Economic Area, without entry restrictions, "the spokesman reported.

Based on this, «in order not to have problems with the airlines, the Consulates include on their web pages the family members of community members to whom RD 240/2007 applies, along with the exempt categories of Order 657/2020, to recap the information, but these are two different regimes, "explained the spokesman.

For example, the Consulate of Spain in Mexico City makes explicit on its website that they are not subject to restrictions:

a) Foreign spouse of a Spanish citizen who accompanies or meets with him, provided that he proves said condition through the Family Book, marriage registration certificate in this Consular Civil Registry or Mexican marriage certificate (true copy of the book) apostilled.

b) Domestic partner of a Spanish citizen or a citizen of a member country of the European Union, as well as Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, the Holy See and Switzerland, accompanying him or meeting him, Provided that it proves said condition by means of a certificate of the registration of the aforementioned domestic partnership in a public registry.

In the event that such registration does not exist, but a coexistence relationship can be accredited, or if they have children in common, an email should be sent to certifiedviaje.mx@maec.es to resolve their case and issue them a travel certificate.

c) Direct descendants under 21 years of age, or over that age and disabled who live in charge of the Spanish citizen or their spouse or duly registered domestic partner, as well as direct ascendants and those of their spouse or registered partner who live at his position, provided that they accompany him or meet him, and prove the aforementioned circumstances and have a valid Spanish passport (or expired in the last 5 years) or safe conduct.

If you only have a valid Mexican passport, where appropriate, you must prove the kinship relationship by means of a family book, birth registration certificate in this Consular Civil Registry or Mexican birth certificate (true copy of the book) apostilled.

What health measures must those who enter Spain comply with?

If you are part of any of the categories that are allowed to enter Spain, you must also fill out and sign the FCS health form, regardless of your nationality or age.

And, if your country is part of the list of EU countries or third countries considered "at risk", you must provide a negative PCR or TMA test of covid-19 carried out within 72 hours before arriving in Spain.
