The fact that this Algerian national is in possession of a residence permit issued by Spain may be sufficient to explain his regular presence on French territory.
Either because the person concerned has family ties in France, or because he came to our territory for professional reasons, or finally because he came there for a short stay.
Many were surprised that the suspect was not deported due to his numerous criminal convictions.
