On February 22, Xia Baolong, director of the Hong Kong and Macau Affairs Office, attended a seminar organized by the National Hong Kong and Macau Research Association and pointed out that Hong Kong must implement the principle of "patriots ruling Hong Kong" and at the same time promote the reform of the electoral system.

On February 24, the Constitutional and Mainland Affairs Bureau announced the "Public Service (Participation and Appointment) (Miscellaneous Amendments) Bill 2021", referring to district councilors DQ who will implement the above principles and violate the principle of "one country, two systems".

However, due to factors such as the imperative of dry-port integration and individual forces that even advocate using Hong Kong as a base to challenge the authority of the central government, the central government will certainly not continue to "delegate power" or "indulge" Hong Kong-from the central point of view, decentralization It will only encourage rebellion and rebellious words and deeds.

It is true that the central government is now re-establishing the bottom line, which may not be understood and accepted by everyone in Hong Kong.
