After the extensive opening of the economy, which includes industries that have been closed for almost a year, such as theaters and cinemas, the Ministry of Health and Magen Israel are preparing for an outline of rapid inspections at large events, which only green card holders can enter today.

The outline will be done gradually, and will begin with a pilot in about a week that will also include mass events such as conferences and lectures, but not yet cultural events to continue and encourage public immunization.

According to the outline, the business owner will have to choose one of the quick tests approved by the Ministry of Health and purchase them at his own expense.

The company will provide the business owner with training for the employee who will be responsible for the inspections.

The employee is not required to know medical information, but will need several hours of training to learn how to operate the device and when inspecting those entering the event will need to work in full protection.

The US FDA has approved 15 kits for antigen testing, three of which are already approved in Israel - including the Sofia system, which is used for testing at the entrance to the Green Islands in Eilat and the Dead Sea.

The financial burden on the business owner is expected to be large as in addition to hiring an employee and purchasing an appraisal at his or her expense, each inspection costs $ 15.

The Ministry of Health hopes that market forces will lead to lower prices and healthy competition between the companies.

In each event, between 5% and 10% of guests will be allowed to enter, who can perform a quick check on the spot.

From the moment the pilot begins, the approval of guests entering without a green mark with the help of a standard PCR test will no longer be allowed.

That is, all entrants will have a green mark or those who have passed speed checks at the entrance to the event.

If the test comes out negative, its validity will be limited to the next 24 hours or for a specific event and it is not acceptable for other events.

If it turns out positive, the owner of the event must notify the Ministry of Health by a special system that is still under development.

The system will automatically transmit the information to the verified police and HMO.

After the positive test the patient should perform a PCR test to see if it is really positive.

Until the result of the PCR test is obtained, the subject is considered corona verified and must be isolated.

What is the responsibility of the business owner?

As with any outline, this time too legal questions arise that delay its beginning.

The questions that remain open are what is the responsibility of the business owner or event vis-à-vis the person being verified, and whether he or she only needs to report to the Ministry of Health.

The Ministry of Health is reluctant to start the outline with the high level of morbidity, as it could increase morbidity.

The companies, for their part, claim that in this way it will be possible to find latent illness and thus cut off infection chains.
