"Drugs irrigate almost all delinquency"

FIGAROVOX / TRIBUNE - For the general delegate of the IPJ, Pierre-Marie Sève, the fight against drug trafficking is essential to stem the rise in delinquency, but to end it will require the implementation of colossal means.

Pierre-Marie Sève is general delegate of the Institute for Justice (IPJ), an association of citizens mobilized alongside the victims.

On his arrival at Place Beauvau, Gérald Darmanin quickly announced the colors: drug trafficking, a veritable vascular system of delinquency, would be his number 1 target.

The first step in this war on drugs began under his predecessor, Christophe Castaner, is the contravention of drug possession.

The objective is to bypass a too weak justice by giving the police the capacity to immediately sanction the possession of drugs.

Weaker penalties in principle (simple fines) but at least some.

This war continued in other ways.

The data made available by the Ministry of the Interior on the number of points of sale once again pursued this objective of orienting the efforts of the police towards trafficking.

It is also, since September, the figures of drug seizures which are published each week by the Ministry.

Since then, the instructions given by the minister to his police officers have multiplied for zero tolerance vis-à-vis trafficking.

Drug trafficking is also the funder of much more serious phenomena such as the purchase of weapons of war but above all terrorism.

Finally, in very recent news, another effort has been launched: a platform for reporting points of deal which are tending to multiply throughout France.

If its effectiveness may raise questions, it once again confirms this declared will to war against drug trafficking.

Gérald Darmanin did not choose this target for nothing.

Drugs irrigate almost all delinquency and truly constitute its vascular system.

Estimated at 3 or 4 billion euros and net of taxes, drug trafficking supports tens of thousands of people throughout France and is constantly expanding.

The cannabis market, for example, has multiplied by 6 in 10 years and crack is gnawing at the north of Paris.

Drugs also feed a delinquency that has become endemic.

Drug trafficking is linked to a very important part of everyday crimes.

A Toulouse magistrate recently confided to me that, following an anti-drug operation, the city had recorded in the months which followed a fall of half of its delinquency.

Drug trafficking is also the funder of much more serious phenomena such as the purchase of weapons of war but above all terrorism, the first members of which went through drug trafficking, members who themselves do not fail to "

train

".

»Young traffickers in cities using guerrilla techniques, since their return from Syria or Iraq.

Finally, and this is perhaps the most serious, drug trafficking is now removing from school and desocializing tens of thousands of little hands who will never find a stable job and who will never have the opportunity to lead a life. ordinary out of delinquency.

It should be understood that the urban violence which affected Beauvais, Lyon, Rilleux-la-Pape and Bron are only the first reactions to this fight against trafficking.

These cities are the first to be affected because they have more energetic elected representatives who are directly confronted with the problem.

Rilleux-la-Pape or Bron are nothing compared to what can be mobilized by cities like the Grande Borne at the gates of Paris.

The city of Bron, for example, has as a councilor an LR mayor who has made the fight against trafficking his priority.

Threatened with beheading, attacked with stones two weeks ago, Jérémie Bréaud clearly identified the fight against drug trafficking as the cause of the eruption of difficult neighborhoods in his city, which Gérald Darmanin confirmed.

The situation is very similar in Rilleux-la-Pape where Mayor Alexandre Vincendet has experienced several similar incidents in recent months.

For the time being, the situation which seems to have stabilized slightly at the start of the week owes its precarious return to balance only to police reinforcements from Paris.

This war against trafficking will be long and violent.

This war on drug trafficking is an essential measure to make France a peaceful country again, and one can really wonder why this measure was not taken years ago.

Michel Aubouin, senior civil servant and prefect, has published a book “

40 years in the cities

” in which he dissects the process of empowerment of cities.

He announces in particular that if one day the government decides to fight against drug trafficking, the cities could enter an insurrectionary mode and "

then France will be able to tremble, because it will not be any more operations of maintenance of order. conventional but war operations requiring means of which we are not sure of having

”.

The Minister of the Interior has been warned that the war on drugs will require taking measures never before seen.
