Ile-de-France: 4000 euros to follow a training course, the "young working income" of Pécresse scrutinized

2021-03-09T20:07:58.090Z

During a trip to Aubervilliers, the president of the Ile-de-France region defended the device releasing 4,000 euros for six months

Communication operation a few weeks away from the regional offices, or a real good plan?

Traveling in the local mission of Aubervilliers (Seine-Saint-Denis), this Tuesday afternoon, the president (Libres!) Of the Ile-de-France region, Valérie Pécresse, promoted the RJA, the " active young people income ”for young people aged 16 to 25.

A device that unlocks € 4,000 over six months for job seekers who choose to carry out qualifying training in a sector that is recruiting despite the Covid-19 crisis.

Seven areas have been targeted by the regional council: not surprisingly, they lead to construction, industry, security, health and social sectors, but also to digital, agriculture and the environment.

“Tourism and events professions?

Two years ago, I would have told you to go for it ”

The regional president, who met about ten young people accompanied by the local mission, hammered home this speech: “The problem, with the crisis, is that some sectors are no longer recruiting at all.

Do you want to work in the tourism, hotel, events or airport trades in Roissy?

Two years ago, I would have told you to go for it, she admits.

Today, the doors are closed and it will not start again this summer… ”

In front of these young people, the former Minister of Higher Education therefore decided to “promote jobs that recruit”.

According to the region, 70% of the trainees of a vocational training that it offers find a job at the end, 45,000 places (including 10,000 training courses organized remotely) are open and visible in an online catalog on the regional council website.

"Madame Pécresse uses an already existing device that she makes up another"

And this is what annoys the opposition and the future opponents of the outgoing president, not yet officially a candidate for re-election.

The Ile-de-France movement in common, led by the deputy mayor (PS) of Paris, Audrey Pulvar, in particular denounced "one more blast", with a measure "which already exists, provided for by the Code du work and existing regional arrangements ”.

"It's a total swindle," adds Yannick Trigance, at the head of the left opposition.

The council will not meet before the elections, the term is ending.

In reality, no new measure has been taken, Ms. Pécresse uses an already existing device that she disguises as something else because she is in difficulty on employment issues.

It is a formidable admission of its own failure.

"

Double funding with the State

What do these € 4,000 correspond to, ie a net income of € 670 per month?

Each month, the region is responsible for financing training courses of more than 300 hours for young trainees who do not benefit from unemployment benefit.

The remuneration, which was set at € 300, has just been raised by the State - which compensates part of it - to € 500 “at the request of the regions”, specifies Stéphanie Von Euw, vice-president (Libres!) Of the region in charge of employment.

Young people in training could therefore already receive € 3,000 for six months.

But to this, the regional council voted in May 2020 the allocation, for those who choose one of these seven sectors, of a bonus of 1000 € from other State credits: the PRIC, the regional skills investment pact.

“Some want to argue by saying that it is the state that pays.

Yes, there is a double financing and we go hand in hand, tempers Stéphanie Von Euw.

The most important thing is that it is the region which decides to direct these measures towards young people who are trained in jobs which recruit, by allowing them to obtain this double remuneration.

"I wonder if I will not return to the health professions"

At the local mission, Valérie Pécresse met job seekers with very diverse backgrounds.

Mohamed, 24, for example tried medicine, "by default", before obtaining a license in biomedical, again without conviction.

“I didn't like it,” he admits.

So, I decided to take it all over, to embark on a work-study program to become a sports coach.

But as the rooms are closed, I cannot practice… ”

He therefore hesitates to reorient himself again: "I do not know how long it will last and I wonder if I will not return to the health professions".

"So, I'll tell you: in health, there is an alert on a profession that is unable to recruit, that of machine operator, replied Valérie Pécresse, who tried to play the guidance counselor. throughout the exchange.

You know, the people who analyze scanners, MRIs

(Editor's note: in reality, radio manipulator)…

It is training that is not very long.

With Ségur de la santé, we are going to buy a lot of machines, but if we don't have the people to use them ... "
