Fo Tong O, Area 137, Tseung Kwan O, is a temporary fill storage site, which was supposed to expire in 2023, but last year the Development Bureau planned to relocate the Yau Tong concrete plant to the site above.

Immediately after the news came out, the residents of the area opposed the situation, believing that if a concrete plant is set up in the neighboring residential areas, it would cause a lot of pollution problems.

Today (9th), a member of the Sai Kung District Council submitted a petition letter to the Government Headquarters to the Development Bureau, urging the authorities to find another location far away from the residential buildings to relocate the concrete plant.

In June last year, the Development Bureau revealed that it was studying to find a suitable site for setting up a concrete plant in Tseung Kwan O Area 137 to replace the Yau Tong concrete plant.

At that time, it was pointed out that because the concrete plant needs to set up factories in the development area to support the construction projects in the nearby area, the site was selected at the seaside land in District 137 to transport various materials for making concrete by water to avoid increasing land traffic pressure.

Fang Guoshan pointed out that desalination plants are being built on the above-mentioned land, and the area has been planned to be a residential area and a distance of only 1 kilometer from residential areas.

Regarding the plan for the relocation of the concrete plant, Sai Kung District Councillor Fang Kwok-shan said that the Housing and Planning Committee of the Sai Kung District Council had passed a provisional motion "This Council strongly opposes the plan for the relocation of the concrete plant in Tseung Kwan O Area 137".

A joint signature was also initiated recently, and the residents have responded enthusiastically. In just one week, as many as 5,000 residents have signed up to oppose the reset.

Fang Guoshan pointed out that the Tseung Kwan O area is developing rapidly. At present, Tseung Kwan O Area 137 is a construction waste landfill and filling storage area.

Over a thousand heavy vehicles have entered the Tseung Kwan O Tunnel and Environmental Avenue every day. In the past, these vehicles would leak mud along the way from time to time, causing pollution.

She worries that if another cement plant is set up in District 137, it will increase vehicle entry, congestion on the road, and aggravate pollution in the district.

Fang Guoshan also mentioned that a desalination plant is being built on the land mentioned above, and the area has been planned as a residential area with a distance of only 1 kilometer from residential areas.

She believes that the concrete plant should not be moved to more population planning areas and near the desalination plant.

If the concrete plant is forcibly replaced, it will be very disturbing to the people.

She pointed out that there is already a concrete plant in the Sai Kung area. Compared to relocating the Yau Tong concrete plant in Tseung Kwan O, she thinks it is more appropriate to find a place far away from residential buildings, such as near the entrance of the Eastern Tunnel and other places. Treat with some short-term leases.
