The United States has drafted a new agreement for Afghanistan, under which the caretaker government will be replaced in time until a new constitution is drafted and elections are held, while a joint committee oversees the ceasefire.

However, both President Ashraf Ghani's government and the Taliban have in the past expressed strong opposition to key parts of the initiative proposed by the Biden administration.



The "Provisional Peace Government" proposal was passed last week by Afghanistan's special envoy to Afghanistan, Zalmai Khalilzad, President Ghani, opposition and civil society leaders and Taliban representatives.



Under the plan, the details of which have reached Reuters, parliament could include Taliban representatives or be suspended until elections are held.

In addition, Afghanistan will be required not to allow terrorist activity from its territory that threatens other countries, and that the Taliban must abandon its places of refuge and military ties "in neighboring countries."



State Department spokesman Ned Price told reporters yesterday: "Every idea we put on the table, every proposal that comes up, we understand that this process, at its core, must be led by Afghans and Afghans."

President Joe Biden's new administration wants to revive the stalled peace talks before May 1, with the remaining 2,500 U.S. troops scheduled to leave Afghanistan as part of an agreement between the Taliban and Donald Trump's previous administration.

Last week, Foreign Minister Anthony Blinken proposed that Turkey convene a high-level forum in the coming weeks to formulate a peace agreement.



Despite the United States' desire to end the long war in its history, the parties in Afghanistan do not seem enthusiastic about the new proposal.

Ghani refuses to resign for the formation of a transitional government.

A senior official at the presidential palace in Kabul said similar things yesterday: "We will never agree to a transitional government set up through a conference or political agreement."



The Taliban opposes a ceasefire and elections.

However, the leader of the organization told Reuters that although he would not join such a transitional government, there was no opposition in the Taliban to its formation.
