Washington, critic, calls for establishing "an inclusive and representative government"

Sudan is expected to complete the formation of an inclusive Transitional Legislative Council - comprising at least 40% women.

It should create the necessary security forces in Darfur

The government must do more to ensure that its protection plan will prevent future violence and hold the perpetrators of this attack accountable
