The government intends to spend about 270 million yuan to optimize the Hung Hom Waterfront Gardens, including the development of the Kinwan Street open space. It is recommended that the viewing platform in the park be designed as a ship under construction in a simulation of the former Whampoa Dockyard.
As for the project, it also includes the installation of rain shelters and lawns along the Hung Hom Promenade. It is estimated that the total project cost will be about 266 million yuan, and the project will take about three years to complete.

The Home Affairs Bureau submitted a document to the Legislative Council for the development of the Hung Hom waterfront open space, including the development of the Kin Wan Street open space covering an area of about 0.8 hectares. The viewing platform will simulate a ship under construction and be designed as a shipbuilding scene in the Whampoa Dockyard in the past.
As for the open space, there will also be dynamic recreational facilities, such as basketball courts, fitness stations, children's playgrounds, and static recreational facilities, including landscaped areas and seating areas.
The Jianwan Street open space is located next to the Bayfront.
The authorities also intend to optimize the existing waterfront gardens, including adding special designs, providing fitness stations and footpaths connecting neighboring areas, so as to strengthen the waterfront connection to the outside.
At the same time, it is also planned to install rain shelters, lawns, special seats and observation decks at suitable locations along the waterfront garden.
The project also plans to provide as many green plants as possible.
The authorities estimate that the project cost is 266.7 million yuan. If the funding is approved by the Finance Committee in the 2020-2021 legislative year, the construction project is expected to take three years.
