The National People's Congress closed today (11th) afternoon in the Beijing Great Hall. The draft decision on improving Hong Kong's electoral system will be voted on.

According to news, Zhang Xiaoming, deputy director of the Hong Kong and Macao Affairs Office of the State Council, and central officials from the NPC Legal Work Committee will come to Hong Kong next week to explain the decisions of the National People's Congress and listen to opinions from different sectors of society.

According to the procedures, the National People's Congress passed a draft decision today, which will authorize the NPC Standing Committee to amend Annex 1 and Annex 2 of the Basic Law, and will consult all walks of life during the period.

It is understood that the plan includes increasing the existing 70 Legislative Council seats to 90, expanding the number and functions of the Election Committee from the current 1,200 to 1,500, and increasing the current 4 sectors to 5. The Election Committee can nominate legislation. Candidates for conference members, etc.

However, the distribution of seats in the Legislative Council, the nomination threshold, and other specific details of the election, I believe will have to wait for the Standing Committee of the National People's Congress to decide.

According to media reports, the Standing Committee of the National People's Congress is tentatively scheduled to meet from April 11 to 12 to make a final decision on Hong Kong's political system. After that, Hong Kong will carry out local legislation, which is expected to be completed within three months.

In June last year, the Legislative Affairs Committee of the Standing Committee of the National People's Congress, together with the Hong Kong and Macau Affairs Office of the State Council and the Liaison Office of the Central Committee of the People’s Republic of China, held 12 seminars at the Liaison Office of the Central Committee of the People’s Republic of China in Hong Kong to listen to the opinions of various sectors of the Hong Kong community on the "Hong Kong National Security Law."
