The non-discrimination policy, which began in April 2019, did not make cannabis in Israel legal.

The law defines up to 15 grams as an amount for personal use, and self-use of such an amount will not constitute a criminal offense, but one for which the punishment will be a fine only.

Thus, a citizen who is caught smoking cannabis or with cannabis in his possession for self-consumption in individual grams for the first time will be fined NIS 1,000.

In the case of a second offense within a period of five years, a double fine of NIS 2,000 will be imposed.
