I have worked for years with Nora Fraisse whose daughter, Marion, committed suicide at age 13 as a result of bullying at school.

A few months ago, we opened in Orsay, in Essonne, the first “Marion house”, a place where young victims can rebuild themselves and parents can get help.

The region also offers turnkey campaigns against cybersexism to all high schools.

Finally, we are promoting “3020”, the telephone number intended for young victims of harassment which is still too little known.

An interministerial council on gang violence was held this Friday morning.

What do you expect from it?

I have sounded the alarm bells for years.

The Covid and the confinement have reinforced these tensions.

But this violence is mainly linked to social networks where gangs can regroup and challenge each other.

I propose a comprehensive plan for the dismantling of these bands which is based on three pillars, security, liability and sanction.

Concretely, what do you propose?

We must strengthen all links in the chain of authority in all territories.

The region has created five security brigades in high schools, which, since September 2020, have carried out 400 interventions to restore calm.

Eight would be needed, one per department.

I think that the departments should create brigades on the same model to intervene in the colleges.

The municipal police would be an essential link?

Municipal police must be made compulsory in all towns with more than 10,000 inhabitants.

We saw their effectiveness during the terrorist attack in Nice last year.

The region has financed the equipment of 300 municipal police forces, but if they are made compulsory the State will have to transfer additional resources to the cities.

Like the mayor of Poissy, I would also like the optional municipal aid (holiday vouchers, leisure vouchers, etc.) to be made conditional on the thugs making repairs to the damage they have caused.

And this, from the first act, without waiting for a recurrence in order to avoid a feeling of impunity.

You want to strengthen the sanctions.

The Minister of Justice has become aware of the problem since he wants to shorten the social inquiries prior to judgments to three months.

But it's still too long.

For the most serious cases, they should be shortened to one month, with an immediate appearance before the judge and an immediate removal from the quarters for the “leaders”.

For this to work, we must increase the number of closed educational centers.

I don't want underage thugs to be sent to adult prisons because they are schools for crime.

There are only about twenty centers in Ile-de-France to deal with the 70 gangs identified by the Ministry of the Interior!

What do you offer for the smallest delinquents?

The most educational sanction is community service (TIG) for all the "followers", those who are not in the most violent gangs.

It is necessary to generalize the TIG and also to systematize the reparations, which is important for the victim.

But the judges cannot find enough.

I therefore propose that the region become an organizer of TIG and no longer just town halls.

I am still in favor of it. But violent young people are now 13 or 14 years old. So the subject is largely outdated.
