According to a document submitted by the Police Force to the Transport Panel of the Legislative Council today, between 2017 and 2020, the police issued an average of about 1.7 million paper "beef jerky" and about 6,700 "wrongly copied cards" that had to be withdrawn. The relevant electronic system is expected to be implemented in stages in the first quarter of 2023, and the system is expected to be fully operational in January 2024.

An average of 6700 wrong copies of e-tickets each year save 10 to 15 minutes

At present, most of the "beef jerky" information is handwritten by police officers and then entered into the computer by the logistics staff. The process is quite time-consuming.

According to a document submitted by the police to the Legislative Council, the current process of issuing tickets generally takes 15 to 30 minutes. After that, civilians will be required to enter the system of the Judiciary. However, with the use of electronic tickets, the process is generally large. It takes 5 to 15 minutes to save 10 to 15 minutes.

The document also pointed out that between 2017 and 2020, an average of about 1.7 million paper illegal parking tickets were issued, of which about 6,700 had to be withdrawn due to human error. The problems included failure to identify the tickets or traffic summons applications. The error rate of the handwritten information, wrong/missing input data, etc. on the form reached 0.39%; however, there is still room for error after the change to the electronic ticket. New system allows citizens to pay fines online to view illegal photos

In addition to copying illegal parking, the red light camera and speed detection camera "Shadow Quick Photo" will also be connected to the license plate and driving license system of the Transport Department, allowing the police to inquire about the information of the illegal vehicle.

After the use of electronic tickets, the number of tickets issued increased by 33%.

To use electronic card copying, the government needs to amend some laws, and also allow the Commissioner of Transport to collect the email addresses and phone numbers of registered car owners. The government plans to submit relevant bills to the Legislative Council in 2021/22.

The government expects to implement the above electronic system in phases from 2023. It will apply for 352 million yuan in this legislative year to purchase the necessary equipment and staff training, taking into account the hardware and software costs, as well as saving printed documents and inputting paper data. Computer clerical staff, the project's annual recurrent expenditure is about 50.02 million yuan.

The government expects that the system will be fully operational in January 2024.
