In 2026, what will T1 tram passengers see when they take a look outside, crossing Montreuil, Romainville and Noisy-le-Sec?

This landscape is emerging now.

This Saturday, Est Ensemble organized several exploratory hikes with inhabitants of this territory of Seine-Saint-Denis in order to collect their words and their desires.

By 2026, the tramway must link Noisy-le-Sec to Val-de-Fontenay (Val-de-Marne).

The second phase, going from rue de Rosny in Montreuil to Fontenay, has not yet been funded.

In Seine-Saint-Denis, work has already started, with the demolition of the A186 which cut Montreuil in two having notably been completed.

If the direct surroundings of the future tramway, nicknamed "the abandoned", count 8 hectares (ha), Est Ensemble has launched a study on a larger perimeter, about 100 ha.

"The arrival of the tram logically induces a very strong real estate pressure", justifies Gaylord le Checker, adviser delegated to the developments of the surroundings of T1 at Est Ensemble.

He also specifies that the community has set up "a perimeter of freezing which makes it possible to block all building permits".

Green spaces, mobility, social mix ...

The territory has already compiled its own ideas in a set of specifications: “vegetate and create green spaces”, “repair the fractures made by the motorway”, “work on the issue of mobility”, “strengthen economic centers and develop l “employment”, “questioning the preservation of residential areas” and that of social diversity - “if there is housing, it must be affordable housing” - lists Gaylord le Checker.

And the inhabitants, what do they think?

Alain, a 65-year-old Montreuillois, is initially surprised to have discovered so many free spaces around the future tramway.

He would like some to welcome "structuring facilities, places of life" which bring people together.

And think of a children's theater, for example, or a circus school.

He also asks for "particular vigilance" on traffic: "The motorway cut lanes which will become real axes to descend into the city center.

But it will be necessary to ensure that these are spaces of soft circulation and not axes of bypass when one comes from Rosny for example.

As for the question of densification, he does not say no.

“We need housing, there is a real need, but I say: be

There are economic balances to maintain, that's for sure, but I think that densification must be really controlled, ”explains the resident of Murs-à-Pêches.

"I don't want it to be a concrete mixer project but a human project"

Its almost neighbor, Claire, who is from the Paul-Signac district, is on the same line.

"If we do not want to send people to the great suburbs", housing, we need a little.

She also asks for cultural places, "green spaces that are not dead" and a skatepark for young people.

Alain, another inhabitant of the district, refuses to “densify Montreuil more”.

What he is asking for are local shops: "A small Franprix, a bakery, a pharmacy ..."

Another city, other issues.

Virgil, a resident of the center of Noisy-le-Sec, expects the tramway to “improve” its living environment: “I don't want it to be a concrete project but a human project.

“The car takes a crazy place in our city, I really want to be given back public space, to be pedestrianized.

All these proposals will “feed” the town planners of the Ville Ouverte agency.

"These hikes allow us to be more precise in our reading, to understand what makes us attach to a territory and therefore what should not especially be lost in the construction of the project", explains Gwenaëlle d ' Aboville, which animated the walks in Noisy-le-Sec.

"In this city, there is a real worry about the trees because the passage of the tram will lead to felling," she notes.

She and her team will present scenarios before the summer.

Other consultation events will take place between now and then, such as a meeting by Zoom on March 25.

“And in the fall, the agency will refine the chosen projects,” she adds.

Charge to Est Ensemble to modify the inter-communal town planning plan so that it makes the developments possible.
