The central government initiated reforms of Hong Kong's electoral system, one of which was to expand the power and number of the Election Committee.
Under this "small political reform", the Election Committee will be composed of 5 sectors with a total of 1,500 members, of which the fourth sector will be changed to "legislative council members, representatives of regional organizations, etc.".
Political circles are concerned that after the original 117 district councilors’ seats are cancelled, what sacred "regional organization representatives" will include?
"Hong Kong 01" learned that the "regional organization representatives" in the next election committee will include representatives from the 18 District Fight Crime Committee and the District Fire Protection Committee. Election committee, and representatives of major associations such as the Kowloon Association of Societies and the New Territories Association of Societies, replaced the existing district councillors as a new batch of regional representatives.
At present, the Chief Executive Election Committee has 1,200 members, composed of 300 members from each of 4 sectors.
After the restructuring, the Election Committee will be composed of 5 sectors with a total of 1,500 people. The Election Committee will retain the original business, finance (first sector) and professional sectors (second sector), while the third sector will be changed. It is "the grassroots, labor, and religious sectors"; the fourth sector is changed to "legislative council members, representatives of regional organizations, etc.".
Delegates to the Hong Kong People’s Congress and members of the CPPCC formerly in the fourth sector will be allocated to the newly added fifth sector, which also includes the "representatives of Hong Kong members of the national group."

In the fourth sector, after deducting the current 70 members of the Legislative Council who have automatically become electoral committees (90 after the election this year), there are still more than 200 seats that need to be "filled."
According to the news, not only the Hong Kong Island Federation of All walks of life, the Kowloon Federation of Societies, the New Territories Association of Societies and other large regional associations have representatives "sit on" the election committee, but also under the two major committees of the 18 District Home Affairs Department, namely the Fight Crime Committee and the District Representatives of the Fire Protection Committee will also be elected as committee members.
In other words, in the future, the relevant person will not only be responsible for regional affairs, but also have the opportunity to elect the chief executive, or even nominate and become a member of the Legislative Council.
According to information, all members of the 18 District Fight Crime Committees and District Fire Protection Committees are appointed by the Home Affairs Department of their respective districts. Most of them are establishment members. There are also establishment district members who lost in the 2019 district council elections.
Among them, the current Sha Tin District Fight Crime Committee Chairman is the former DAB District Councillor Li Sai Wing, and the Sai Kung District Fight Crime Committee Chairman is the Chairman of the Sai Kung District Council and the DAB Wu Shifu.
The election committee seats are limited. It is reported that in the future, only the chairmen of the two major committees will be appointed as election committee members. As the committees in some regions will be replaced by the end of this month, the latest list is expected to be announced later.
It is difficult for the area committees to have the same "treatment"
Some people in the established districts said frankly that if only the chairman of the Fight Crime and Fire Prevention Association can be promoted to the election committee, it may constitute unfairness, because there are other district committees in each district, and there are also district committees established since 1972.
The current functions of area committees include promoting public participation in district affairs, advising on the organization of community activities and government sponsorship programs, etc.
At present, there are 67 area committees in 16 districts in Hong Kong (there are no related committees in Tai Po and North districts), with a total of more than 1,000 members.
Sources said that due to the large number of district committees, it has not been heard that representatives will become election committees. But after all, the central government is still listening to opinions. It is believed that the final decision will be made when the Standing Committee of the National People's Congress meets at the end of the month.
