State Comptroller Matanyahu Engelman publishes today (Monday) the annual report that discusses a number of issues related to education, the labor market, transportation and environmental protection.

The report highlights gaps in the areas of education related to the Ministry of Education's preparation for the changing labor market, imparting digital skills for life, professional training for adults and their adaptation to the labor market, driving test reform and the field of beverage recycling.



Upon publication of the report, State Comptroller Engelman said: "The importance of state auditing is particularly evident at this time, in the shadow of the Corona epidemic, given the significant impact of the plague on population needs in a variety of areas." "The unemployed and future workers - children and youth today - in order to increase employment capacity in a changing reality and continue to establish the high-tech sector. This is especially true for populations in Israeli society that lack resources and skills, and therefore special emphasis is given to these populations."

To what extent does technological education in Israel fail?

Even the Ministry of Education does not know the answer

Five years since the implementation of the "meaningful learning" reform, which dealt with adapting school curricula to the future labor market and imparting the required skills to students, the Ministry of Education still does not have a dedicated policy and strategy on the subject.

The report, which examined the Ministry of Education's readiness for the changing labor market, found that 61% of upper secondary school principals believe that in practice middle schools impart the required skills only to a small or moderate degree.



The last corona year illustrated the vitality of adapting the education system to the future labor market.

The "meaningful learning" reform, led in 2014 by then-Education Minister Shai Firon, dealt with precisely this issue.

The report examined eight necessary and essential skills: critical thinking, problem-solving ability, self-learning, self-direction, collaboration, creativity, information management and technological and digital literacy.

Hundreds of thousands at risk of unemployment, minority of high-tech women: the difficulties in the labor market

Much of the report concerns training and adaptation to the future labor market alongside state actions to strengthen the workforce in the high-tech industry.

According to Engelman, hundreds of thousands of workers are at risk of unemployment due to the way the state treats adult training in the world of work.

The auditor also devotes a portion to English studies in high schools and vocational training, and argues that they do not meet the needs of the changing labor market.

He also notes that despite the importance of the high-tech industry to the Israeli economy, the education system is having difficulty realizing the potential of students in the general and ultra-Orthodox sector and expanding the number of university students in a way that will expand the industry.

The auditor's report shows that about 600,000 workers in Israel are employed in jobs with a high risk of a material change in character, which constitute about 15% of the jobs, and may become unemployed in the coming years.

Alongside them, about 2.1 million workers are at medium risk, about 54% of jobs.



In an age of technological change, intensified in the Corona Age, workers who do not acquire the required skills and knowledge may be thrown into the cycle of unemployment, and those who are particularly exposed to this are workers from Arab and ultra-Orthodox society and low-skilled workers.



Despite the troubling data, the auditor found that only 53,000 people participated in the publicly funded professional and technological training in 2018.

The report shows that the vocational training system is cumbersome, trains too few employees and does not sufficiently involve employers.

"The professional and technological training system is decentralized, and its parts are usually not coordinated with each other in key aspects," it was written.

In 2017, more than 1.8 billion beverage containers were sold in Israel, of which 760 million are large beverage containers, but

The auditor examined various aspects of the application of the Deposit Law to beverage containers in Israel, against the background of environmental hazards from plastic landfills, the global cost of which is estimated at tens of billions of dollars a year.

The State Comptroller examined what went wrong in the Deposit Law and why there is less recycling, and found that although Israel produces 29% more waste per capita - 675 kg compared to 525 kg in OECD countries - these countries recycle approximately four times and bury only about half of the contaminated waste in Israel. .

In addition, the collection rate of beverage containers in Israel is low, standing at 57% of large containers and 78% of small containers, while in Europe it is 97-80% of all beverage containers.

Two years to the driving test reform: waiting times have been shortened, but the pass rate is falling

The pass rate of driving tests has decreased since the introduction of the licensing test reform launched in July 2018 - according to the State Comptroller's report from Netanyahu Engelman published today (Monday).

Prior to the reform, the pass rate in the test was 44.8%, compared with 38.8% in the first half of 2020. The report also notes that there were gaps in the transition percentages between the various franchises: Taldor, which is responsible for the central and southern regions, .



According to the report, the reform helped shorten the waiting time for setting the date for driving tests in Israel, which lasted months.

With the start of its implementation, the number of practical tests soared and doubled, thus creating the possibility of significantly shortening the period of time that students wait for the test.

However, the report shows that apart from this improvement and the transition to a technological system that allows for an objective decision and observable documentation, the reform has not been successful.

Also in terms of the Ministry of Transport's financial conduct in the field of reform, the auditor noted some significant shortcomings: a gap between the amount collected from the student for the driving test and the average payment to the franchisee by the state;

Easing of the terms of the tender for franchises in the amount of NIS 12 million per year;

And non-collection of fines for non-compliance with the terms of the tender in the amount of NIS 226 million.
