The mayor of Haifa, Dr. Einat Klish-Rotem, was recently embarrassed when she took the stage of the Municipal Theater to greet the audience who first came to the play after the restrictions were lifted. The audience shouted at her, and some even shouted "Get rid of the pigs." The bar for the residential neighborhoods and the serious situation created, the mayor convened a special meeting this week that will discuss the issue tomorrow (Tuesday).

"Haifa has become an example and wit in the entire state of Israel due to the municipality's failure to remove wild boars from the city streets," said city resident Adv. Aviad Visoli, who already six months ago sent the mayor a warning letter on the matter.

He claimed that "as a result of your failures, the city of Haifa is now flooded with pigs," and warned of encounters that could end fatally.

He even threatened lawsuits, and at least one of the city’s residents has already sued the municipality and won compensation.

All the steps taken by Klish-Rotem to address the problem have so far failed.

Herds of pigs are a routine sight in the city streets: they frequent the playgrounds, wade in swimming pools and sleep on mattresses lying on the street.

The large animal, which weighs 200-150 kg, works mainly at night.

Not all encounters between residents and pigs are pleasant.

Last weekend, a resident of the Romema neighborhood reported that a pig snatched a grocery bag from her hands when she left the supermarket.

There have also been reports in recent months of a girl being bitten, a cat being preyed upon and even an elderly man being attacked and being treated at the hospital.

Pigs did not always live in the Haifa neighborhoods, but this is not a problem that arose during Klish-Rotem's tenure.

The municipal veterinarian, Dr. Yair Weiss, once estimated that the pigs entered the city in 2006, which refutes the urban legend that the root of the problem is the construction of the Carmel Tunnels between 2010 and

2007. A regulated dilution of the pigs began in 2012. " Far from the situation today, we turned to all the professional factors, to the veterinarian, to the Nature and Parks Authority, to everyone who needs it, and we decided to dilute, "recalls Yona Yahav, the previous mayor." There is no alternative to dilution.

There is no other way.

This is a huge city.

"Not a small village."

Yahav noted that animal rights activists applied to the court for a restraining order against the dilution, in a two-year proceeding, at the end of which the operation was approved.

But when Kalish-Rotem was elected mayor at the end of 2018, she ordered to stop thinning pigs in the hunt.

Since then, the problem in the city has worsened to an unbearable level.

No one today is willing to accurately estimate the pig population that has moved to live in the neighborhoods, not even the city administration.

"This should be seen as further negligence on the part of the municipality, which not only violates its obligations, but neglects its function and does not monitor the growth of wild boar," says Advocate Wisoli.

Conservative estimates state that there are thousands of pigs, a figure that matches their growth rate from the age of ten months and give birth to offspring 6-5 at the end of 180-120 days of pregnancy. boar were not natural enemies national-Israeli conflict, and since Kalish-Rotem told to stop hunting them, they were left with no enemies at all.

experts say without dilution, this equation leads To double the pig population in Haifa every year. City Council member Itzik Blass believes that there are already 7,000 pigs. This means that as time goes on, drastic measures will be required to regain control of the situation. According to the conservative estimate, the wild boar population is expected to grow at least 2,000 this year, 4,000 next year, 8,000 in the fifth year of Klish-Rotem's tenure, and 16,000 until the end of her term.

Brigadier General David Lurie, former head of operations at the Haifa municipality and who had to deal with the problem, says that "in the dimensions we have reached, the balance in Teva Hopper, there is no solution other than dilution."

Klish-Rotem claims that the dilution carried out in the past was illegal, even though the courts allowed it.

At the same time, the Nature and Parks Authority says that it will continue to issue permits if requested by the municipality, and the Haifa police claim that they do not oppose this.

However, since she was elected, Klish-Rotem has taken alternative steps.

"The Wildlife Protection Law prohibits hunting within 500 meters of a home within a locality, and hunting within the city is a criminal offense," said Adv. Avital Ben-Nun, who represented the Let the Animals Live organization in 2008 in a petition against the dilution. And the genes cannot grant permission to commit a criminal offense.

The Nature and Parks Authority seeks to amend the law so that it will allow it to issue permits for hunting within the city.

"If the PA continues to give such permits and continues to claim that the law allows it to do so, then it is aware that it is lying.

" "All the steps taken by the mayor of Haifa are no more worthwhile than covered to death," claims Blass, a Likud city council member. In the hands of a group of wild boar fans who know how to get her to go in their direction, but she needs to understand that human life is above all and that the natural place of animals is in nature.

There is only one way to overcome the problem and that is to dilute them. "

Experts argue that thinning can not be the only means of removing pigs.

Experts argue that thinning cannot be the only means of removing pigs from neighborhoods, and they point to further necessary steps.

During Klish-Rotem's term, the municipality began enforcement against pig feeders, a Haifa phenomenon, but it is not clear how persistent enforcement is and how effective it is.

The municipality recently installed cages in the city, in order to transfer pigs that will be put to sleep and copy them back to nature.

However, the Nature and Parks Authority says that no requests for copying have been received, and ecologists are questioning the option, claiming that Carmel Park is already saturated with wild boars and that the ecosystem there can no longer bear it.

"The calculation is simple, 15-10 details per square kilometer is reasonable.

There is no room for hundreds.

"What will be copied there will erupt in Dalit to Carmel and Isfiya, Nesher and Yokneam, Beit Oren and Ayu Hod," says one of the ecologists. "The main tool is a food break.

The complementary tool is mechanical blocking and removing details completely from the system.

Need root canal treatment and it is not in pigs, it is in humans.

Stopping feeding is not just saying stop feeding.

The residents do not care enough. "

The Haifa Municipality "is working by all means to keep wild boars away from the residential neighborhoods."

The Haifa municipality stated that it "works by all proven means to keep wild boars away from residential neighborhoods", and that "the activities led by the municipal ecologist and the municipality's wildlife commissioner focus on preventing food and water sources that are the main factors attracting wild boars to neighborhoods."

The municipality insists that "shooting wild boars or any other animal is prohibited by law is dangerous and found to be ineffective. However, the Nature and Parks Authority recently complied with the municipality's request and approved its request to capture wild boars threatening residents. Following the permit, the municipality began placing cages for trapping and anesthetizing pigs. "Bar in places where a meeting between wild boars and residents has been reported. The activity is carried out in accordance with the permit and guidelines of the Nature and Parks Authority."

The municipal veterinarian and municipal ecologist declined to be interviewed for the article.
