Penzberg - On the recommendation of the building committee, the Penzberg city council has decided on an "energetic criteria catalog" which, for example, deals with energy standards, heating technology, photovoltaic systems and building materials.

It was drawn up by the city's climate protection department.

The catalog takes up the requirements of the climate protection package that the city council passed in November 2019.

The catalog of criteria applies exclusively to buildings that the city of Penzberg is constructing itself, according to climate protection manager Carl-Christian Zimmermann.

The "best possible standard" should be applied to them, for the first time in the planned children's home on Nonnenwaldstrasse.

According to Mayor Stefan Korpan (CSU), however, these are only recommendations.

"So it doesn't mean that we have to do it." Maria Probst (CSU) had stated in the February meeting of the building committee that the decision would not be easy because one did not know what the costs would be.

She asked to wait at the children's home until the costs compared to conventional construction were known - so that the city council did not need “valerian instead of coffee”.

Climate protection manager Zimmermann said that sustainability also includes taking the financial consequences into account.

Referring to residential construction, this means, as he put it: “It is of no use to us if a rent of 25 euros comes out.” Adrian Leinweber (SPD) pleaded similarly: You should proceed as with the apartment buildings west of Birkenstrasse, where you are highlighted different standards: first compare and then decide "what we can and want to afford," says Leinweber.

Eco recommendation: Passive house standard for new urban buildings

The energetic criteria catalog recommends a heating requirement of 15 kilotwatt hours per square meter and year (KWh / m2a) for future urban new buildings, which, according to Zimmermann, corresponds to the passive house standard.

The city council called for this in November 2019 as part of its climate protection package.

“As far as possible,” says the catalog, new urban buildings should be connected to the local district heating network.

Otherwise the installation of a pellet heating system or a heat pump should be considered as an alternative.

With regard to heating, it is also said that new technologies based on renewable energies are to be preferred, for example hybrid collectors.

The catalog also recommends paying attention to a high degree of efficiency in ventilation and photovoltaic systems.

For the performance of the photovoltaic systems, “at least the annual electricity consumption of the building should be estimated”.

Building materials that are biodegradable - e-charging stations in buildings

The catalog also makes recommendations for “building materials and ecological aspects”, for example that building materials should be used that are biodegradable and that have been manufactured with as little energy and transport as possible.

An ecological construction should be preferred, for example in solid wood, wooden frame or panel construction with a balanced CO2 balance.

According to the catalog of criteria, attention should also be paid to keeping the sealed area small and greening the building.

Charging stations for e-vehicles are also to be integrated in the buildings.

At the same time, the building committee has slightly changed the ecological criteria catalog, which has been making recommendations for sustainable building to private builders for the past two years.

When it comes to thermal insulation, he now refers to the city's energetic catalog.

In addition, according to Zimmermann, the recommendation for condensing boilers was deleted "because we do not see any future in fossil fuels".
