The 2021 Hong Kong Diploma of Secondary Education (DSE) exam will start next month. The HKEAA today updated the "Precautionary Measures and Response Arrangements to be Implemented in the Examination Venue" guidelines, strictly requiring all candidates to take their own body temperature and fill in the health declaration form before taking the exam. , If you fail to comply or make false declarations, you may be disqualified for the exam.

As for candidates who are required to undergo compulsory testing, they should not go to the test before receiving a negative report. Only those who have a negative result are allowed to take the test.

Candidates should also follow the school's instructions to use different entrances and exits to enter and exit the examination room and to use the bathroom. During the break, they should maintain social distancing from other candidates.

Before taking the exam

‧You must take your own temperature, fill in and sign the "Candidate Health Declaration Form" provided by the HKEAA. If a candidate refuses to cooperate or makes a false, incomplete or misleading declaration, he will be punished or even disqualified from the examination.

‧Candidates should not go to the exam if they have any symptoms, and seek medical advice as soon as possible

‧Candidates who are undergoing compulsory quarantine or waiting for test results should not go to the exam. Only candidates with negative test results will be allowed to take the exam

‧There is no make-up test for written test and practical test. Candidates who fail to take the test due to illness will be scored according to item 4 of Chapter 4 in the [Candidate Handbook]

‧Candidates and test staff are not allowed to wear masks or respirators with air valves in the examination room

Before the exam

‧A temperature monitoring station will be set up at the designated location of the test site.

Before entering the examination room, candidates must wear a surgical mask and clean their hands with an alcohol-based handrub provided by themselves or at the entrance of the examination room.

The test site can lay mats that have been sprayed with bleach at the entrance of the test site

‧The invigilator must check whether the candidate has completed and signed the "Candidate Health Declaration Form". If a candidate exceeds the temperature monitoring threshold, he must use frontal detection and ear detection.

If necessary, candidates can take a short break and then re-test the heat, and finally the reading of the ear probe type heat detector shall prevail

‧If the candidate has a fever, the invigilator will ask the candidate to go home to rest and seek medical treatment.

Candidates should avoid talking with other people in the exam room

There should be a distance of 1.5 meters between candidates.

Strengthening measures at the test site

‧In the auditorium or classroom where the written test is conducted, there must be a standard distance of not less than 1.5 meters between candidates (including the front, back and sides).

Where feasible, schools should use school space as much as possible to widen the distance between candidates in the examination room

‧Schools should divide the auditorium into different areas to ease the flow of people.

Candidates are required to use different doorways to enter/leave the auditorium as instructed and can only use the designated restrooms in their area

‧The classroom test rooms should be separated as much as possible. For example, the classroom test rooms can be arranged on different floors instead of using all the classrooms on the same floor. The two classroom test rooms are separated by a vacant room.

Candidates are instructed to use the designated restrooms on their floors, and candidates are forbidden to visit other floors during the break between the two exams.

The director of the classroom examination room should coordinate with the invigilators in each classroom to arrange for candidates to leave the examination room and go to the bathroom in batches

Examination halls will be separated to allow candidates to maintain social distancing.

Rest time between two exams

‧Candidates must wear surgical masks correctly, wash their hands with hand sanitizer regularly, and do not talk with others, try to stay open and avoid crowded places

‧Candidates are not allowed to use the restrooms on other floors unless instructed by the test center staff

‧Candidates who need to eat or drink should keep a distance of 1.5 meters and face the same direction. Otherwise, the test room can be equipped with a screen of sufficient height above the head.

Candidates should not talk when taking off their masks, keep their hands clean before and after eating, and do not share food, drinks and utensils with others.

Schools can separate the exam rooms and classrooms.

Candidates feel unwell during the exam (fever/vomiting)

‧If the candidate is unwell, you can signal to the invigilator or request a vomit bag, and be accompanied by the invigilator to go to the bathroom or rest in the medical room. If necessary, the school can call an ambulance to send the candidate to the doctor.

The exam is over

‧Candidates must follow the instructions of the examination room director and leave the examination room in batches/different areas

A confirmed case found during the examination

‧According to the recommendations of the Center for Health Protection, if any candidates or invigilators who have stayed in the examination room are subsequently diagnosed, the Center for Health Protection will conduct epidemiological investigations and contact tracing to confirm whether there are close or other contacts.

After the examination room school is cleaned and disinfected, the examination room can be reopened for examination purposes.
