Part of the land in Hong Kong from Yuen Long to Sheung Shui is designated as a wetland conservation area, and the area 500 meters beyond the conservation area is designated as a wetland buffer zone to maintain the ecological environment of the wetland conservation area.

If the land in the wetland buffer zone needs to be developed at present, the developer needs to conduct an ecological assessment and can only use low-density development with a land plot ratio of not more than 0.4 times.

He pointed out that large tracts of agricultural land and fish ponds have been abandoned for a long time, and whether the government can break ecological restrictions, such as developing wetland buffer zones.

The Secretary for Development, Wong Wai-lun, pointed out that when the government develops land in the New Territories, it does not consider whether it is deserted or not, but depends on the area of ​​the land, infrastructure facilities and ecology.

He pointed out that scattered development is not applicable in Hong Kong, and the wetland buffer zone is not impossible to develop. Some of it can be developed at a low density. The government is considering increasing the density of development without affecting the ecology.

In fact, there have been residential projects in the wetland buffer zone in the past, including new land obtained through government land sales and developed into "Wetland Seasons Park" with a plot ratio of 1.5 times.

Earlier developers have suggested that the government should "relax" development restrictions and further increase the development plot ratio of wetland buffer zones.
