Ambassador Husam al-Din Aalla, the permanent representative of Syria to the United Nations office in Geneva, confirmed that the Israeli occupation entity continues to commit acts of aggression against the countries of the region and threaten the integrity of their territories and practices state terrorism against the Palestinian people and the people of the occupied Syrian Golan, taking advantage of absolute American and Western support, including through invitations. To cancel the seventh item on the agenda of the Human Rights Council and boycott its deliberations.

Ambassador Alla said in a statement before the forty-sixth session of the Human Rights Council on the seventh item entitled in the name of the human rights situation in Palestine and the other occupied Arab territories, “The repeated Israeli attacks against the Syrian Arab Republic constitute the most prominent title of the policy of support for terrorism practiced by the Israeli occupation entity during the years of the terrorist war. Syria, whether by treating terrorists (Jabhat al-Nusra) in the occupation hospitals, or by providing direct support and support for terrorist groups' attacks on the sites of the Syrian Arab Army, violations that the Disengagement Force in the Occupied Golan has previously documented in reports to the Security Council.

"In parallel with this aggressive and escalatory behavior, the suffering of the Syrian citizens in the occupied Golan continues as a result of the gross and systematic violations of human rights committed by the occupation authorities since 1967, including their right to education, health, work, food, shelter, freedom of movement and residence, in addition to their inalienable right to sovereignty," Ala added. Their natural resources ”.

Alla explained that (Israel) the occupying power continues its unlawful measures and discriminatory practices that are part of a blatant colonization and annexation campaign that violates international law and violates the legal obligations imposed on it under the Fourth Geneva Convention and Security Council resolutions, including Resolutions 242 of 1967, 338 of 1973 and Resolution 497. Of 1981, which stipulated the invalidity of the occupation authorities ’decision to impose their laws, jurisdiction and administration on the occupied Syrian Golan, and considered it null and void and had no international legal effect.

Aalla pointed out that the Israeli settlement and its related measures include confiscating land and property, prohibiting construction and development in Syrian villages, preventing them from natural growth, stealing water and natural resources, and transferring settlers to the occupied Golan, constituting a flagrant violation of international law and United Nations resolutions that affirm the illegitimacy of settlements and demand “Israel “To stop changing the urban character, demographic composition, and legal status of the occupied Syrian Golan, and end the occupation.

Ala reiterated Syria's condemnation in this context of the recent repression practiced by the Israeli occupation forces in the face of the protest movements of the people and their refusal to allow the start of the implementation of the wind turbine project to supply the settlements with energy, which the occupation authorities have allowed to establish on agricultural lands owned by Syrian citizens, which expose the residents to health and environmental dangers and besiege them in population centers. Suffocating inside the Syrian villages and damaging their basic livelihood.

He also warned against the Israeli occupation authorities' attempt to impose ownership documents alternative to property documents registered in the homeland of Syria and threatening Syrian villagers to confiscate their property in the event that they do not accept the alternative Israeli documents, calling on the Office of the High Commissioner and United Nations agencies to monitor these arbitrary and discriminatory practices and to pay special attention to the acquisition of children. The Golan Heights are receiving appropriate vaccinations and medical care in light of the spread of the Covid-19 pandemic.

Ambassador Alla called on the High Commissioner for Human Rights to put pressure on the Israeli occupation forces to open the Quneitra crossing for our people in the occupied Syrian Golan who wish to visit their homeland and their relatives in Syria.

Ala pointed out that “Syria condemns the systematic and systematic violations and crimes committed by the occupation authorities and settler gangs in occupied Palestine and the settlement expansion therein, especially in East Jerusalem, and the policies of racial discrimination against the Palestinian people without deterrence and in light of complete impunity and calls for the lifting of the inhuman blockade on the Gaza Strip. By releasing prisoners from the prisons of the Israeli occupation, especially children, and by providing protection to the Palestinian people.

Ala added, "Syria affirms its support for the right of the Palestinian people to establish their independent state on the lands occupied by (Israel) since 1967, with Jerusalem as its capital, and to guarantee the right of return for Palestinian refugees in implementation of International Resolution 194, and renews its demand for the Israeli withdrawal from what remains of the occupied Lebanese lands."

Ala stressed that the continuation of (Israel) in its illegal practices and its persistence in violating the decisions issued by the Human Rights Council demanding it to stop these practices and to refrain from taking repressive measures against the population in occupied Palestine, including East Jerusalem and in the occupied Syrian Golan, placing this Council under the responsibility of ensuring Implementing his decisions, stressing that the deliberations and decisions of Item Seven of the Human Rights Council's agenda and decisions constitute a very telling message in the international community’s rejection of this occupation and the inevitability of its demise, and an essential tool for monitoring and documenting the violations against Palestinians and Syrians in the occupied Golan and holding the occupying power responsible for it.

Aala expressed Syria's thanks to the countries participating in the deliberations of this item and condemned the insistence of some countries to practice double standards in dealing with human rights issues in accordance with political considerations that would encourage (Israel) to continue its violations and act as an occupying power above law and accountability.

Aalla concluded by saying, “The Syrian Arab Republic renews its call to the United Nations and the member states to press for an end to the Israeli occupation of Palestine and the Syrian Golan and not to recognize any legal status resulting from the illegal Israeli actions, and in particular, it calls for refraining from any commercial or tourist activity that would perpetuate the Israeli occupation. It calls for updating and expanding the database to include companies operating in Israeli settlements in all the occupied Arab territories.
