Covid-19: third wave, containment, AstraZeneca vaccine ... what to remember from Castex's announcements

2021-03-18T18:35:20.882Z

The head of government and the Minister of Health announced a tightening of the system to fight the virus in the most affected territories, in particular Île-de-France, Hauts-de-France and part of Normandy.

The “

third wave

” is here.

Characterized by the appearance of variants, the epidemic resumption of the past few weeks has forced the executive to tighten its system for the fight against Covid-19 even more, while maintaining a "

territorialized approach

".

After a Defense Council on Wednesday, followed by a consultation of the political forces in the wake, Emmanuel Macron and Jean Castex stopped their last arbitrations during a face-to-face interview this Thursday noon.

The two men opted for reconfinements in the most affected territories, namely Île-de-France, Hauts-de-France and part of Normandy.

The modalities of this hardening were detailed by the head of government and the Minister of Health, during a press conference Thursday evening.

Which took place a few hours after the European green light on the re-circulation of the Anglo-Swedish vaccine AstraZeneca.

● Île-de-France, Hauts-de-France, Alpes-Maritimes, Eure and Seine-Maritime totally confined for 1 month

It will be from seven to seven. While a reconfinement limited to the weekend has long been favored, the executive has finally decided to put the Île-de-France, the Hauts-de-France, the Alpes- Maritimes, Eure and Seine-Maritime all week.

Only "essential" shops and schools will remain open, but high schools will go into "half-gauge".

This measure comes into effect from midnight Friday evening, and will be applied for at least one month.

In total, some 21 million French people are affected, or nearly a third of the population.

● Schools remain open, half gauge for high schools, satu quo of universities

Preserve as much as possible the education of our children

”.

Exception in Europe, France maintains face-to-face schooling for nursery, primary and secondary schools, where physical and sports education (EPS) can resume "

normally

".

The high schools, "

which are already for more than two-thirds in half-gauge

", will all adopt this operation.

As for universities, the current system remains unchanged.

● Closure of businesses that are not

“essential”

The return of the famous dichotomy.

To enforce confinement, only so-called “essential” businesses will remain open.

These are mainly food and DIY stores, but also record stores and bookstores, which were added to this list by a government decree published in early March.

● Outdoor activities authorized in confined areas

Brake, without locking up.

(...) Air out, take a walk, play sports

”.

In this logic, outdoor activities will be authorized, unlike previous confinements which only allowed brief trips to walk or run.

"

We now know that we are infinitely less contaminated when we walk in the open air than by being grouped together, without masks, indoors,

" said Jean Castex.

● Travel within a radius of 10km with certificate, without time limit

A considerable relaxation.

Replacing the “1 hour, 1 kilometer” rule, which had prevailed during previous confinements, the executive this time decided to authorize travel within a radius of 10 kilometers, and without time limit.

The certificate remains however essential to justify each exit, and the reasons remain unchanged.

● Interregional travel ban

Preserve spared territories as much as possible.

To prevent the virus from spreading in the departments where it is still relatively little present, interregional travel will again be prohibited.

It will therefore not be possible to leave a “red” zone to go to a “green” zone.

● Curfew shifted to 7 p.m. throughout the metropolitan area

One hour saved for 10 days.

For territories that are not affected by confinement, the curfew will be delayed to 7 p.m.

● Resume vaccination with AstraZeneca from Friday afternoon

The European green light has been heard.

The vaccination campaign with AstraZeneca can resume tomorrow.

Currently, people aged 50 to 74 with risk factors and all over 75 can be vaccinated.

Although he departs from this rule, Jean Castex will be vaccinated with the product of the Anglo-Swedish laboratory this Friday to gain the support of the French.

● Companies called on to reinforce teleworking

“at least 4 days” per week

At least 4 days

”.

While 29% of contaminations occur in the workplace, according to the Institut Pasteur, the Prime Minister calls on all companies and administrations to “

push teleworking as much as possible

”, but by maintaining one day per week on site for employees who would request it.

● Reinforced health protocol to come in company restaurants

The health protocol in company canteens, places at risk because the mask is removed there, will be reviewed by the government.

The Minister of Labor Élisabeth Borne and the Minister of the Civil Service Amélie de Montchalin will propose a “

significantly reinforced

protocol

for collective catering in companies, “

in consultation with the social partners

”.
