More than a year has passed since the outbreak of the corona plague in Israel, and the Ministry of Health is beginning to assess the costs of dealing with the virus to the Israeli health system - including the purchase of about 15 million vaccines for citizens.

According to estimates by senior officials in the ministry, the total amount spent by the state on the health system reaches NIS 120 billion, compared to a routine annual expenditure of NIS 60 billion.

The estimated amount includes, among other things, NIS 2.6 billion allocated to transactions for the purchase of vaccines with the various pharmaceutical companies, according to information revealed on Tuesday in the Finance Committee.

But an additional NIS 2.5 billion is expected for more vaccine shipments.

The ministry's expenditure estimate includes additions to hospital standards, training of respiratory treatment teams, training of dedicated corona wards, purchase of protective equipment, indemnification for HMOs following the vaccination and testing campaign, as well as development of the Magen Israel program and payment for staff added to the ministry.

However, the amount does not include the training of the underground parking lots that were converted at Beilinson Hospital and Rambam Hospital into mass corona wards. This is because this expenditure was at the expense of the Ministry of Defense budget. In addition, all Home Front Command activities, including Alon Headquarters. adhesion and activities with local authorities - were not included in the final amount.

office expenses should add the steep drop in revenues of hospitals and the system in general due to the reduction in ambulatory care declined significantly instruction of the Ministry of health, including health tourism that took place almost at all in 2020.

the estimates come from the year in which The Ministry of Health ran without a budget, as in other ministries, due to the ongoing political crisis. In a year without an agreed budget, its implementation is conditional on the approval of exceptional committees managed by the Ministry of Finance. The gap from the corona can also be seen from the budget increase from 2018 to 2019, which amounted to 2.54 NIS 1 billion and increased from NIS 36.1 billion to NIS 38.7 billion - an increase of 7% for 2019.

Due to the unique situation in which the health system has operated in the past year in an attempt to curb the epidemic, the ministry has not spared expenses both medically and in terms of information.

Now, the system is trying to estimate spending on the day after the corona, after the added standards expired in May.

Meanwhile, the Ministry of Health has already issued a tender for the sale of unnecessary respirators, which were bought in the first wave as a result of harsh forecasts that have faded.

Officials in the Ministry of Finance explained to Walla!

That the expenses were made judiciously: "We realized that economic considerations will come only after that the plague will die, so any medical expense tolerated, despite many deviations in the budget. Budget surplus came from various government offices, among other things, Prime Minister's Office, Education, Interior and Public Security."

Treasury Concerned about the possibility of a fifth election, which would hurt the commitments of elected officials to make difficult decisions as it would be a transitional government: "After the election he had to deal with reimbursements, so there will likely be horizontal cuts in all ministries."
