The bill "

confirming respect for the principles of the Republic

", adopted Thursday March 18 by the Senate

Law

Committee with more than one hundred amendments, will arrive at first reading in the hemicycle of the Luxembourg Palace from March 30, for two weeks.

For its rapporteurs Jacqueline Eustache-Brinio (LR) and Dominique Vérien (centrist), it “

constitutes a first step in the mobilization of all against the fragmentation of the Republic

”.

Regarding article 21 on family education (IEF) which targets the school “

separatism

” of radical Islamists and other sectarian aberrations, the leader of senators LR Bruno Retailleau wanted its removal.

Basically, we could not accept this authorization regime

"Which threw"

a generalized suspicion towards families

", told AFP the rapporteur of the Committee on Culture Stéphane Piednoir (LR).

Restoring the current regime of simple authorization, the senators nevertheless retained a certain number of the guarantees provided, such as the administrative attachment of any pupil educated in family to a school establishment.

They wanted to ban the IEF to people convicted of terrorist crimes or registered in the National Automated Judicial File of perpetrators of sexual or violent offenses.

They also provided that during the declaration, the families present "

succinctly the modalities of organization and teaching

".

Concerning the university, "

blind spot

" of the bill according to Mr. Piednoir, the senators notably adopted in committee an amendment by the rapporteur to prohibit the use of teaching rooms for prayers or religious events.

On the other hand, the senators did not adopt an amendment by Mmes Eustache-Brinio and Vérien aimed at banning the wearing of the veil for people accompanying school trips.

But the provision can be reintroduced in public session.

The Senate has in fact already voted in 2019 a bill to this effect from Ms. Eustache-Brinio.

The senators have also created a specific offense criminalizing the practice of examinations "

aimed at certifying the virginity

" of a person, even with his consent.

The National Assembly had almost unanimously adopted the controversial article 16 prohibiting health professionals from establishing virginity certificates.
