What are the compelling reasons that justify a trip outside a confined department?

The Prime Minister announced at a press conference the ban on travel if they involve one of the confined departments, except "compelling or professional reason".


Jean Castex announced Thursday evening a total reconfinement for 16 departments, from this Friday midnight.

Compelling reasons of a personal or family nature

Certain personal and family situations are logically considered to be compelling reasons:

visiting a loved one whose prognosis is vital

, or any travel related to a

death

in the family.

Second compelling reason,

custody of children

by the parent vested with parental authority or whose right of custody is recognized by a court decision.

Professional reasons

It is also possible to move between departments for professional reasons: for missions essential to the pursuit of an economic activity, or for the good of a mission of interest for the public service.

Travel for high level athletes was also allowed.

For all these situations, a certificate from the employer was necessary during previous confinements, as well as a professional card.

A mission order could be requested in certain cases.

He was also authorized to make a trip between the place of residence and the school or to go to a competition.

However, a year after the start of the first confinement, the notion of a compelling reason is still unclear.

Several situations have been observed where a free assessment was left to the Police and Gendarmerie officials, for lack of a clear definition of what this term covers.

Therefore, people who violate the curfew or confinement without a valid reason will be liable as before to a fine of € 135 the first time, 200 in the event of a repeat offense within 15 days and € 3,750 as well as six months of imprisonment for a second offense.
