The Mansion at No. 27 Lugard Road on the Peak, which was listed as a Grade I historical building, was closed after the proposed conversion of the hotel aroused public opposition. In January this year, the Buildings Department approved the expansion of the mansion, allowing the owner to build an additional residence next to the mansion.

The landlord has recently been revealed that it intends to apply for a short-term tenancy agreement to rent government land next to the mansion for passage and garden purposes.

It is understood that a one-year lease is planned and the lease will be renewed quarterly.

Some concerned groups pointed out that the Lands Department had not explained whether the application for short-term leases was related to the expansion of the mansion, and refused to disclose the details of the development.

They questioned that the scope of the application involves official land and that it is located next to a first-class historic building. The information transparency of the relevant departments should be higher, otherwise it will be difficult for the public to monitor.

The consultation period for the project will end tomorrow (21st). "Hong Kong 01" is now inquiring with the Development Bureau and the Buildings Department.

The mansion at No. 27 Lugard Road was rated as a first-class historical building.

The lease is planned for one year

The building at No. 27 Lugard Road, which was rated as a first-class historical building, was approved by the Buildings Department in January this year to build a residential building next to the building.

The landlord recently plans to apply for a short-term tenancy agreement to rent government land next to the mansion, covering an area of about 808 square meters, or about 8,700 square feet of official land, intended for passage and garden purposes.

The relevant leases are planned for one year and then renewed quarterly.

Check the geo-information map of the Hong Kong Government. The area is a green belt.

Group approval affects the integrity of the building

Chen Jiawen, the project manager of the concern group "Beautiful Hong Kong Alliance", said that the Lands Department received a consultation on the use of land for short-term leases at the beginning of this month. The group had inquired about this issue. However, the Lands Department did not disclose the development details and did not explain the application. It is related to the earlier expansion plan of No. 27 Lugard Road.

She questioned that the application involved official land, plus the mansion at No. 27 Lugard Road, which is adjacent to a first-class historic building. The public needs to know more information, otherwise it will be difficult to monitor the conservation of the building. Prior to the approval of the expansion plan by the Buildings Department earlier, there was no consultation, only the neighbourhood found out, and the group asked the department for inquiries.

She believes that the government should be more transparent about changes involving historical buildings.

Chen Jiawen continued that the relevant department said that the expansion plan did not affect the mansion, but it has affected the integrity of the historic building.

She is worried that the expansion will bring about additional population, which will affect sewage and traffic.

The consultation period for related projects will end tomorrow (21st).

A first-class historic building once successfully exchanged land

The mansion at No. 27 Lugard Road was completed in 1916 and has a history of about 105 years.

In 2013, the owner applied for rezoning as a hotel. Afterwards, it aroused civil opposition and was finally rated as a second-class historical building in the same year.

The owner finally stopped the rezoning plan in 2016 and voluntarily proposed to upgrade to a first-class historical building, which was approved by the Antiquity Council.

According to the current policy, the owners still have the right to develop privately-owned historical buildings.

However, in the past, some owners have successfully applied for land exchange for a first-class historic building. The building at No. 23 Kam Road, Banshan, held by Cheung Kong, is a first-class historic building. It was revitalized and reused, and finally approved another piece of land with a green area of about 1,100 square meters in Gam Road.

The mansion "Carrick" at No. 23 Gum Road on the Peak has been approved by the government for an off-site land exchange.
