: Siegfried Walch, District Administrator of Traunstein, has submitted a draft.
It is entitled: "New Corona Opening System - Five Steps Out of the Pandemic" and shows a way out of the crisis.
The plan calls for less attention to incidences and more focus on vaccination and opening (see initial report).
The concept has already been submitted to the
Federal Ministry of
Health, the Robert Koch Institute (RKI) and the Bavarian State Government, such as

Söder is now apparently facing headwinds from within his own ranks.
Siegfried Walch (CSU *), District Administrator of Traunstein (incidence over 140) has presented a paper.
Title of the draft: "New Corona * opening system - five steps out of the pandemic." The key requirements are vaccinate, open and, above all, stop looking at incidences so much.
Söder, on the other hand, described the incidence as the most reliable value to use for orientation - even before the hospitals are overcrowded.
At a press conference he said: "Those who wait for death rates have missed the time to act."
The
first step of
the draft - which can be viewed on the District Office's website - is based on the fact that by April 15, 70 percent of the people in priority group 1 will be fully vaccinated.
If this is the case, easing becomes possible.
Among other things, all schools and daycare centers with hygiene concepts should then be able to open.
The retail sector is also likely to unlock with FFP2 mask compulsory * and customer restrictions.
Restaurants are allowed to open their outdoor areas, guests have to make an appointment beforehand and present a daily negative self-test * - but only if two households meet.
Meetings with another household would also be possible, without a limited number of people.

In the
second step
, 70 percent of the people in priority group 2 should be vaccinated by May 1, which would make further easing possible.
Among other things, the retail trade is likely to open without any space restrictions.
However, customers would still have to wear FFP2 masks.
Restaurants are now allowed to open their interiors, guests have to make an appointment beforehand.
According to the draft, cultural and leisure facilities should also open, hygiene concepts are a prerequisite, and the same applies to hotels.
In the
third step
, people in priority group 3 should be fully vaccinated by June 1st.
This would mean events with up to 100 people would be possible, all contact restrictions would be eliminated.

Markus Söder has not yet commented on the five-point plan from Traunstein.
