The Tagesspiegel now has a draft resolution that is to be debated at today's Corona summit.
The point “Easter holidays” in particular seems to be controversial, as it is listed in brackets on the paper.
The

In particular, the federal states of Mecklenburg-Western Pomerania, Schleswig-Holstein and Lower Saxony are calling for a “low-contact vacation” in a joint initiative.
According to the draft resolution, this should only be possible within one's own federal state.
A negative antigen rapid test shortly before arrival should serve as a prerequisite.
Regional solutions by the prime ministers are also possible, where the number of infections is low.
While possibilities for domestic tourism are being discussed, there are also considerations to make holidays abroad less attractive.
"Travel, especially vacation trips abroad, must be combined with an epidemiologically required quarantine and an obligation to test before return and when entering the Federal Republic of Germany, regardless of incidences in the destination country," says the draft resolution.
The Mallorca rush could therefore result in a general test and quarantine obligation for holidaymakers
- regardless of whether they actually come from a risk area.
It is still uncertain whether this regulation will actually make it into the resolution.
Politicians believe that it could be overturned quickly in court.
Apart from the vacation debate, the "emergency brake" threatens due to the rapidly increasing corona incidence.
If this should actually happen, private meetings may again only be allowed with a person outside the household, which would severely limit a normal Easter celebration.
At the same time, the corona lockdown is to be extended until April 18.

: At the Corona summit yesterday, the federal and state governments discussed how to proceed with the corona pandemic.
Now the Chancellor and the Prime Ministers have agreed on a
plan with
five opening
steps.
While after the last conference an incidence of less than 35 new infections per 100,000 inhabitants in the last seven days seemed to be the measure of all things, there should now be more openings below an incidence of 50.
The first opening step was taken on March 1st with the opening of schools, daycare centers and hairdressing salons.
In the next step, bookstores, flower shops and hardware stores will be able to reopen nationwide as of next Monday (March 8th).
"Body-hugging services" are also included.
The third opening step (from March 8th) depends on the incidence.
From a value below 50, museums, galleries, zoological and botanical gardens as well as memorials are allowed to welcome visitors again.
Only in the fourth step (from March 22nd) are the first openings planned for restaurants, cinemas, theaters, concert and opera houses and in sports if the incidence is below 50.
The fifth opening step will take place from April 5 and includes easing at events as well as further easing in sports and retail - also linked to the incidence.
As far as
travel and hotels
are concerned, these are currently not included in the government's opening plans.
What should happen in this area will actually only be discussed at the next Prime Minister's Conference on March 22nd - as feared.
This means that hotel openings are not in sight until just before Easter.

A first draft resolution from the Chancellery for the Prime Minister's Conference (MPK) is available to the

As far as the return from
virus variant areas
is concerned, travelers have to be prepared for stricter measures: According to the draft, the quarantine should last

Hairdressers can reopen as early as March 1st, subject to strict hygiene and protective measures.
But what about hotels and excursions?
With regard to travel, nothing has changed so far with the new resolutions.
The government continues to advise against unnecessary private travel and visits, even to relatives
