Completely surprisingly, the Hallbergmoos municipal council buried the municipal housing project - when it was practically on the home straight.

Hallbergmoos

- bang in Hallbergmoos: After five years of intensive planning and almost on the home straight, the municipal council buried the municipal housing project on Predazzoallee on Tuesday evening, completely surprising.

In the foreseeable future, there will therefore not be any inexpensive rental apartments from municipal sources.

100,000 euros could still be saved

In order to relieve the overheated housing market, the municipality initiated the project in 2016.

The plans for 21 apartments were almost ready, the starting shot planned for mid-2020 was also delayed due to Corona.

The Council should now decide how to proceed.

The costs, which were initially estimated at 7.9 million euros, have now risen to 9.4 million euros - the Free State has already given a grant for 9.3 million: a grant (3.5 million) and a zero-interest loan of 5.7 million is the investment covered.

The building authority and finance department had shown how the “excess” 100,000 euros could be saved: With a smaller underground car park and reduced parking space key, which is possible with subsidized housing and is practiced in Freising and Neufahrn, for example.

The administration saw "enormous savings potential" here in order to achieve the targeted rent of nine euros per square meter.

A change in the structure or a reduction in the number of residential units would mean new planning costs.

A revised guideline for housing allocation was also on the table.

“I fight for this project.

We are not allowed to bury social housing, ”said Sabina Brosch, recalling the declared objectives of all parliamentary groups and the late Mayor Harald Reents.

“Nothing has happened for many years.

It is a sign of poverty not to do anything for the socially disadvantaged, ”warned Christiane Oldenburg-Balden.

Not doing anything for the socially disadvantaged is a sign of poverty.

In the council, however, they discussed a building cost price of 6,000 euros per square meter, which treasurer Thomas Grüning - taking into account the grants, however, corrected to 3,800 euros.

That would be in the middle average.

Brosch had asked other municipalities in advance.

There it was possible to come out at 1,400 to 1,500 euros by reducing parking spaces and canceling underground parking.

She urged them to get information and to ask the government for an extension of the funding.

Building authority Frank Zimmermann was unable to assess whether this would be granted, but he thought it was possible.

Stefan Kronner (SPD) pointed out: “We don't have to take a single euro into our own hands for the project.” The treasurer also supported this statement.

Kronner continues: “We're making a fool of ourselves.

We are one of the richest municipalities in the district.

There are communities that have a fraction of our income and pull it through. "Thomas Henning (FW) countered this:" The project does not pay off and is not a compulsory task. "He prefers to see cooperative housing construction.

Robert Wäger (Greens) disagreed on both points: Social housing, which the district is also currently on the move, does not have to pay off - and cooperative building is a completely different model, where equity has to be brought in that people with lower incomes simply do not have.

Too many "imponderables"

Christian Krätschmer (CSU) warned against a financial "blind flight", however, and pleaded for the project to be discontinued.

Wolfgang Reiland (unity) also saw too many “imponderables”, and parliamentary group colleague Hermann Hartshauser agreed.

Helmut Ecker suggested looking for alternatives in the spring retreat: “Maybe there will be a place where it's easier,” said the 2nd Mayor.

Building “in the water” would soon entail high renovation and personnel costs, predicted Marcus Mey (CSU).

Such a project would in any case only attract increased immigration.

"So let's bury it." The local council did that - against the votes of the Greens and the SPD.

The first stop was Hallbergmoos: the mobile test bus has been touring the Freising district since this Wednesday.

It complements the Coronatest offer in the region.
