Former employees and relatives had repeatedly reported terrible stories from the home - almost always with the reference that the home supervisor knew about it, but was not doing anything.

It is correct: The home supervisor has not been able to investigate all complaints about the senior citizens' residence - but not out of negligence.

On the one hand, in the case of late complaints, she could not check whether a resident was actually in his own excretions weeks ago.

On the other hand, the two operator changes since 2016 have made her work more difficult: allegations against former operators no longer apply after a change.

Much like a restaurant cannot be held responsible for the hygiene deficiencies of the previous owner, the home supervisor had to start from scratch with each new operator and has not made any progress.

Löwis therefore called for more legal action in the BR.

The statement that he wanted to leave it that way relates to a different problem: the same deficiencies have repeatedly occurred with every operator.

The BR asked whether the home supervision could have got to the point faster and shouldn't have started over and over again from scratch.

Löwis said yes and pointed out the changes under his leadership.

Hence the sentence "We turned it off as quickly and as well as we could", which the BR also quotes.

As reported, the district office under Löwis has created the department 44 “Care, FQA and seniors”, which bundles senior issues.

When it was founded in January, Löwis said that the events in the senior citizens' residence had most clearly revealed the need for action.

The BR also reports of two exhumations of former residents.

The investigations, which are now well advanced, refer to several months until May 2020 and were directed against four people, including a former facility manager, according to the public prosecutor.

There were neglected and malnourished people in the home.
