"The problem we have in Congress is that it is easier for them to look at the situation at the border than to actually look at the cause," says Norma Torres, Democratic Representative from California.
The congresswoman says that she has asked the Joe Biden administration not to give a penny to the governments of Guatemala, Honduras and El Salvador because she considers that their presidents are not doing their job and do not respect the rule of law.
