Not only once did this message run over the airwaves on the radio station Antenne Bayern in the past few months: “Warning.

On the county road from Lechbruck in the direction of Prem: Horses running free on the road! ”Behind the news is a hair-raising story that has kept the whole town, the police and the veterinary office in suspense since November.

A resident of the village buys various horses.

And let her go again and again.

Like a herd of wild horses, the group of animals gallops through the town, across the streets.

Free running horses in Prem: The owner is well known in the village

The owner of the animals is known locally.

He is currently receiving medical treatment, confirms Mayor Andreas Echtler.

The precarious matter wore down one of the youngest mayors in the district - newly elected - for months.

"On the county road, where families with 100 things in their cars drive, the horses ran at a gallop," he confirms.

The horses are housed in a hall not far from the busy road in the Prem-Steinwies industrial park.

“The whole village was on its feet for months to catch the horses,” one resident tells us.

The police have a similar experience: Citizens, but also motorists, inform the PI Schongau officials almost every day about the horses running free on the district road.

How it happens that the horses of the same owner break out again and again, “that has to be questioned”, says Toni Müller, deputy head of PI Schongau.

Often when the patrol arrives, helpful citizens have already caught the horses and brought them back to the stables.

The police are also allowed to lead horses from time to time.

It starts in late autumn: a man from Prem buys various horses.

A stallion.

A couple of mares.

Some other animals too: a budgie.

Calves.

Residents from Prem report that all animals were in more than poor condition.

Budgerigars and calves were about to be created if Premer citizens had not secretly fed them out of pity.

“The calves excreted water and tore open sacks of powdered milk so that they could find anything to eat,” one observer tells us.

The herd of horses looks for their own food. Driven by the stallion, they gallop and stray between Prem and Gründl in the direction of Steingaden.

The animals roll around on strange pastures and enjoy delicacies from strange front gardens.

This even means that at the “Baywa” in Steingaden, green and yellow barrier tapes are temporarily sold out.

The premers rely on self-protection.

Many properties are still fenced in with the tape.

The veterinary office is alarmed - but the administrative community and the police are in demand

The veterinary office has been on constant alert for months.

In fact, the matter concerns “first of all the regulatory and security authorities”, veterinary director Jens Lewitzki refers to the current legal situation.

In plain language: The Steingaden administrative community and PI Schongau have to regulate the animals that roam free.

"The veterinary office only provides support and accompanies the process from an animal welfare point of view."

Sure: In a traffic accident with horses running freely, the police will of course investigate.

"Behind the case in Prem there is a long-term cooperation between the authorities and other parties such as mayors, neighbors, witnesses, employees and helpers at the company." According to Lewitzki, the veterinary office is "wrongly in focus."

The crux of the matter: The Animal Welfare Act speaks of the obligation to "behaviorally appropriate accommodation" and also of the necessary "knowledge and skills" that an animal owner must have, but: "Here, the basic requirements are to be understood and not the security of the housing facility. “Why the horses run free: That must be clarified by VG Steingaden.

She, in turn, feels alone in the person of Mayor Andreas Echtler.

“What handle do we have?” All points would have been taken on board, “we have done everything we can”.

How will the situation that preoccupies an entire place continue in the long term?

“We are extremely disappointed.

All of this is tacitly accepted by the authorities - we feel abandoned, ”explains a man from Prem in an interview.

He does not want to have his name mentioned, but emphasizes that it speaks for an entire place.
