The owner of the Mansion at No. 27 Lugard Road on the Peak, which was listed as a Grade I historical building, had previously applied to the Lands Department for a short-term lease to rent the government land next to the mansion for passage and gardens.

However, it is suspected that the location involved was illegally constructed. The passage outside the house was discovered a few days ago and a brick wall was added.

The Lands Department confirmed that someone was involved in adding white brick walls to the stone walls of unleased government land. The occupier must stop occupying the government land before March 31.

The mansion at No. 27 Lugard Road was rated as a first-class historical building.

The "Hong Kong Corner" Facebook page recently stated that a white brick wall was found on the stone wall of the corridor outside the mansion at No. 27 Lugard Road.

The owners of large houses are recently applying for short-term tenancies to rent government land next to the large house, covering an area of about 808 square meters, or about 8,700 square feet of official land, intended for passage and garden purposes.

The location of the additional brick wall is located on the relevant official land, and the lease consultation period just expired on Sunday.

In response to enquiries, the Lands Department stated that it had sent personnel to inspect the passage outside the private lot connecting No. 27 Lugard Road on March 23 and found that someone had added white brick walls to the stone walls of unleased government land.

According to the Land (Miscellaneous Provisions) Ordinance, Chapter 28 of the Laws of Hong Kong, the Department posted a notice on the white brick wall, requiring the occupier to stop occupying government land before March 31, or the Lands Office would take further land control actions.

As for the application for short-term lease of the land, the Lands Administration said that it is processing it in accordance with the established procedures.

Some netizens discovered that a white brick wall was added to the passage outside the mansion at No. 27 Lugard Road.

Group criticism has intensified

Chen Jiawen, the project manager of the concern group "Beautiful Hong Kong Alliance", pointed out that he had visited the mansion at No. 27 Lugard Road last year. At that time, there was no brick wall at the location where the brick wall was illegally built.

She pointed out that because the passage overlooks the Victoria Harbour, many people will visit the scenery and criticize the practice of adding brick walls, which hinders people from viewing the scenery.

She also pointed out that the owners of large houses in the past had cut trees without authorization, and they had set up road signs on the official land to prevent the public from entering. She believed that the practice of adding brick walls was "intensified" and urged the government to carefully review whether applications for short-term leases should be approved.

The building at No. 27 Lugard Road, which was rated as a first-class historical building, was approved by the Buildings Department in January this year to build a residential building next to the building.

The landlord recently plans to apply for a short-term tenancy agreement to rent government land next to the mansion, covering an area of about 808 square meters, or about 8,700 square feet of official land, intended for passage and garden purposes.

The relevant leases are planned for one year and then renewed quarterly.

Check the geo-information map of the Hong Kong Government. The area is a green belt.
