The Standing Committee of the National People's Congress will hold a meeting in Beijing next Monday to review and amend Annexes 1 and 2 of the Basic Law to improve Hong Kong's electoral system.

Ye Liu Shuyi, a member of the Executive Council and the chairman of the New Democrat Party, believes that the election method will be changed in the future, including the abolition of the proportional representation system and the splitting of electoral districts, so as to reduce the chance of radicals entering the parliament.

When Ye Liu attended the Commercial TV program this morning (27th), he estimated that the establishment would have a good chance of obtaining half of the seats in direct elections in the districts. However, it is expected that the pan-democrats will surely be elected by "familiar people", and the opposition in the parliament will not disappear completely.

As for the newly established qualification review committee, Ye Liu believes that it is better for the members to be appointed by the central government, because the chief executive may appoint or conflict of interest. In addition, the committee does not need too many people and should not be appointed by members of the political party.

Abolishing the proportional representation system is a good thing for legislative council politics

Ye Liu predicts that in the future, the number of seats directly elected in the Legislative Council will be reduced, the election method will also be changed, and Hong Kong's political blueprint will be re-divided.

For example, she pointed out that there may be an opportunity to divide the current 5 major electoral districts into 10 electoral districts, and each electoral district will elect 2 seats.

She continued that under the current proportional representation system, candidates only need to obtain 7% of the votes to be elected, so that the more radicals in the pan-democratic and institutional camps can be elected to the Legislative Council.

Ye Liu said that if the proportional representation system is not adopted, the pan-democracy and the establishment must concentrate their votes and select the candidates that are accepted by the most people and who represent the mainstream opinions. This is a good thing for the administration of the Legislative Council.

It is expected that there will be "loyal opponents" who can oppose policies but cannot be anti-constitutional

When asked whether opposition will be lost in the parliament after the electoral reform, Ye Liu pointed out that if the Legislative Council election is held within this year, it is expected that the establishment will have a good chance of winning half of the directly elected seats in the district. He also pointed out that there are still a lot of grievances in the society. The government’s popularity is not high, and the social atmosphere will not improve significantly by then. "Traditional democrats and brave sects will have fewer people. (Democrats) must have experienced people." She predicts that there will be "loyal opposition groups" in the parliament. Oppose policy but not constitutional.

Ye Liu believes that it is too high to require those who stand for election to the Legislative Council to obtain nominations from the five sectors of the Election Committee, because business people may not know the grassroots representatives, and they have already been checked by the Qualifications Committee. Candidates are required to be nominated in all five sectors.
