New York lawmakers reached agreements tonight (Saturday) on legalizing marijuana trafficking across the state.

The country will join 14 more states across the United States that allow trade in plants not for medical purposes only, having failed to do so several times in the past.

Democrat representatives, who benefit from a majority in the legislatures, have made the issue a top priority, with the Andrew Cuomo administration estimating the expected revenue at about $ 350 million annually.



The legislation will allow the sale of marijuana to citizens over the age of 21, and create a licensing procedure that will allow the delivery of cannabis to customers.

New Yorkers will be able to grow up to three mature and three young seedlings for self-consumption, and local governments will have the option to take a share of the sales.

The decision will take effect immediately if it passes, although a sale will be inherited only after all the rules of regulation and the responsible bodies have been settled.

Legislators estimated that it would take a year and a half to two years for sales to officially begin legally.

Adam Gores, vice president of a company that supplies medical marijuana, said the proposal "will ensure that anyone who wants to enter the field will be able to gain a foothold in the market" alongside existing suppliers in the country.

"There is a big cake and a lot of different people will be able to take part in it."



New York is expected to set a 9% purchase tax on cannabis, and a 4% tax to be shared between the county and the local authority.

An additional tax to be levied will be determined by the level of THC, the active ingredient in marijuana, and will range from half a cent per milligram in a marijuana flower to three cents per milligram in marijuana that will come in edible form.



Penalties for possession of less than 85 grams will be abolished, and criminal records of convicts for marijuana-related offenses that will no longer be criminal will be deleted.

Alongside this, the state will provide loans, grants and incubator programs to encourage entry into the cannabis industry to minorities, as well as to small farmers, women and the disabled of the U.S. military.



Proponents of the move said it would create thousands of new jobs and begin redressing racial injustice in the long war on drugs, which has focused on unjustified minorities and communities.

"Police, prosecutors, welfare services and the Customs and Immigration Agency have used the indictment as a weapon against them, and the law will have an immense impact on the lives of users who are subject to over-enforcement," said the Harlem Public Defender's Director.
