Liang Zhenying, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and former chief executive, Hu Zucai, deputy director of the National Development and Reform Commission, National Hong Kong and Macau Research Xu Ze, the chairman of the association and former deputy director of the Hong Kong and Macao Affairs Office, and others participated.

Talking about the development of Hong Kong's innovation and technology at the meeting, Liu Yuanchun, vice president of Renmin University of China, pointed out that Hong Kong's innovation and technology development is facing the problem of lack of an industrial chain and insufficient government investment in scientific research. He believes that Hong Kong should integrate into the mainland and make good use of the mainland's super market.

Ni Mingxuan, the chief vice president of the Hong Kong University of Science and Technology, mentioned that Hong Kong’s lack of executive power, the Guangzhou campus of HKUST can build 55 buildings within 450 days, and Hong Kong’s review alone will take at least one year.

The vice president of Renmin University points out that Hong Kong's innovation and technology lacks industry chain support

Liu Yuanchun said that Hong Kong has advantages in terms of innovation and technology, such as having 5 universities within the top 100 in QS rankings and pursuing a low tax system.

However, he mentioned that Hong Kong’s innovation and technology development has encountered many constraints, including lack of industrial chain support, lack of a complete industrial chain from theory, technology, industry to market, average R&D personnel, but high R&D costs, and the SAR government’s Insufficient investment in scientific research.

For example, he pointed out that Hong Kong's R&D expenditure accounts for 0.85% of the overall GDP, while Shenzhen's R&D expenditure accounts for 4.2% of GDP, which is four times that of Hong Kong.

He believes that Hong Kong cannot simply rely on the mainland to face the world, but to integrate into the mainland and face the world. Hong Kong should make good use of the mainland's super market to develop an innovation chain and an industrial chain.

He also mentioned that Hong Kong does not lack good plans, but its execution is insufficient. Administrative procedures should be simplified. "Check and balances are good, but they also need to be balanced." For example, the Guangzhou campus of HKUST was completed in 450 days. Buildings are very efficient, and it takes at least one year for Hong Kong to review projects alone.

Liang Zhenying pointed out that we must find ways to keep talents in Hong Kong, especially in the technology sector.

He went on to say that when he was the chief executive, he proposed to establish an Innovation and Technology Bureau many times, but was "pulled to death" by the Legislative Council. It was not successful until the third proposal. As a result, more than two years were wasted.

Xu Ze said Hong Kong should contribute to national security

Xu Ze believes that Hong Kong has geographical advantages and will definitely make a difference in the "14th Five-Year Plan" period.

He pointed out that "One Country, Two Systems" is the best system to maintain Hong Kong's long-term prosperity and stability. The Central Government has successively formulated the "Hong Kong Area National Security Law" and improved the electoral system. It is precisely to eliminate the interference of external forces and bring Hong Kong back to the right track of "One Country, Two Systems". The general public in Hong Kong supports the central government's measures, which are described as popular.

He said that some people think that the central government’s improvement of the electoral system is a retrogression in democracy. It is completely nonsense. They emphasized that "One Country, Two Systems" and the Basic Law have not changed. What should be changed is that those who govern Hong Kong must deeply understand the connotation of "One Country, Two Systems" and let Hong Kong While sharing national dividends, it also contributes to national security.
