New York Gov. Andrew Cuomo said Tuesday that he plans to sign a bill that would allow the recreational use of marijuana after the state Senate and Assembly voted to pass the legislation.

The Senate passed bill S854A with 40 votes in favor and 23 against.

Then it went to the Assembly, where it was approved with 100 votes in favor and 49 votes against during a night session.

Cuomo issued a statement Tuesday night, on Twitter, saying he intends to sign the bill when it reaches his desk.

“For too long, cannabis prohibition disproportionately targeted communities of color with harsh prison sentences and after years of hard work, this landmark legislation brings justice to long-marginalized communities, embraces an industry that will do grow the economy and establish substantial security for the public, "said the governor.

He also thanked legislators who "worked tirelessly on this issue to ensure the passage of this historic legislation."

State Senator Liz Krueger, the author of the bill in the Senate, spoke passionately Tuesday night about the racial inequalities of drug law enforcement and the "injustice" of marijuana prohibition "to young people." , whose lives were being destroyed, for doing something they did when they were children.

In a statement ahead of the bill's early passage, the bill's Assembly-sponsoring Majority Leader Crystal D. Peoples-Stokes said she was "proud" to see the bill pass after so many years of effort.

"We are providing justice for marijuana by ensuring investment in the lives and communities of those who suffered for generations as a result of mass incarceration," said Peoples-Stokes.

The financial impact of legalizing recreational marijuana

Cuomo's office previously said that the development of an adult cannabis industry in New York has the potential to create between 30,000 and 60,000 jobs and the ability to generate $ 350 million annually in tax revenue.

New York State's Cannabis and Marijuana Tax and Regulation Act would add a 13% retail sales tax for state and local tax revenue, according to a statement earlier this week.

Taxes would go to the New York State Cannabis Revenue Fund and the remainder, after costs, would be split between Education (40%), the Community Grant Reinvestment Fund (40%), and the Public Education Fund and drug treatment (20%).

“Cities, towns and villages can choose not to allow retail adult cannabis dispensaries or

by passing a local law before December 31, 2021 or nine months after the effective date of the legislation.

They cannot opt out of the legalization of adult use, ”the statement said.
