The subdivided rent control research working group submitted a report to the government yesterday, recommending standard lease agreements with mandatory clauses, including the establishment of a "2+2" four-year priority tenancy right, and limiting the rent increase to 15%. There is a "starting rent", and some groups concerned about sub-divided housing suggest that 150% of the rate of the unit should be used as the upper limit of the "starting rent".

The chairman of the group, Leung Wing-hsiung, on the TV and radio program "Millenniums" this morning, believes that it is impossible to set rents for each unit one by one. The administrative resources involved are complicated and there is a chance of infringing the private property rights regulations. There is a great opportunity to be challenged by the law, and it is not easy to implement and launch it as soon as possible. It is decided to give up if the two evils are less.

On the contrary, if the existing plan is implemented for a period of time, and the situation of the subscribed households fails to improve, it will provide a good legal basis for the establishment of the "initial rent".

The team recommends that the lease period is fixed for two years, and the rent cannot be increased within two years. Tenants can be granted a "2+2" four-year lease at most.

Liang Yongxiang said that the report had conducted field research and interviewed 6,000 sub-household households. Among them, 52% of sub-household households lived for two years, and half of them had successfully applied for public housing.

Can't let the priority renewal period match the waiting time for public housing

He said frankly that the priority renewal period cannot be matched with the average waiting time for public housing of 5.7 years, but the four-year tenancy right can already protect 50% of the subdivided households.

Regarding the landlord’s criticism that the right to rent for four years reduced his autonomy and flexibility, he admitted that it was "locked up for 4 years" and that it was not allowed to sublet to relatives and parents within the time limit; if the landlord encountered bad behavior in the tenant, Liang pointed out that the landlord has The right to terminate the contract, "whether it is a life or death agreement", it is recommended that the government provide resources to the Rating and Valuation Department and the Lands Tribunal to resolve disputes between landlords and tenants.

The report also proposes to regulate the rent of subdivided housing renewal. The landlord can increase the rent when the rent is renewed. The increase shall not exceed the change in the private residential rent index of the Evaluation Department in the past two years, and a 15% capping mechanism shall be established. If the index falls, the rent must be corresponding Down.

Liang Yongxiang said that the annual increase in apportionment is only 5%. He believes that the study shows that the median rent increase for sub-households under the epidemic is 7%, and that an increase of 5% is the worst case.
