Al-Hammoud called for drawing a development map with clear features and resources that leads to a real, studied product in terms of production, marketing, type and quantity, and provides it with all facilities and support, indicating that Law 8 facilitates the recycling of development capital by giving an opportunity to capital owners who want to work in the field of development and paves the way for community involvement The local planning process is that the owner of the small project depends on his resources, whether human or natural, to invest them, which would advance the economic reality, especially under the conditions of the economic blockade imposed on Syria.

One of the most important principles of success for owners of medium, small and micro enterprises, according to Dr. Mayada Hassan Al-Madrasa at the Faculty of Economics at Tartous University, "Working to discover new opportunities and investing them before competitors as a proactive step, knowing the project owner of his capabilities and understanding others and how to market the work and products."

However, Dr. Mayada explained at the same time that one of the most important challenges facing entrepreneurs, namely the owners of micro, small and even medium enterprises, is the lack of moral support, whether from family, friends or the local community, the lack of relationships and marketing vision, lack of funding, the failure to find competent people to join the work team and the lack of The presence of supportive partners, limited experience, poor plans, expectations and infrastructure, and lack of effective time management.

In order to develop and sustain projects, Dr.Hassan emphasized the importance of establishing the project based on the belief and conviction of the investor in his profession, his passion, patience, determination, and moral support for project owners in the presence of good financing, benefiting from the expertise of professional people in their fields of work, perseverance, keeping up with change, and focusing on creating added value for customers and thus the balance. Between service and cost, building a clear strategy and vision, and building strong and solid relationships with the local community.

The university professor also suggested that project owners develop an action plan linking profit and sustainability, focus on excellence in the field of work, and form a skilled and efficient team with good partners who have the courage to seize investment opportunities, improve risk management, pay attention to training, provide guidance and technical assistance, monitor project indicators and results, continuously follow up on them, and enhance the values ​​of Teamwork for project sustainability and success.

The goals laid down by Law No. 8 of 2021 for microfinance banks represent a radical transformation in the small and micro-enterprises sector in terms of sponsoring them since the birth of their idea, crystallizing it, and training those wishing to establish projects, leading to their establishment and support with the necessary financing with encouraging benefits, whether there are guarantees or not.
