The Senate, dominated by the right-wing opposition, introduced Tuesday evening April 6 in the bill on "separatism", examined at first reading, a series of measures concerning the university, aiming in particular to prohibit

"prayers in the corridors ”

.

These new articles were adopted against the advice of Minister of National Education Jean-Michel Blanquer and under strong protests from the left.

The deputies will be able to remove them after the parliamentary shuttle.

The senators thus wished to prohibit the practice of worship in the entire enclosure of public higher education establishments, excluding chaplaincies.

"We do not think that secularism should necessarily lead to excluding from the public space any form of religious expression

(...)

and it is an atheist senator who tells you so"

, reacted Pierre Ouzoulias (CRCE majority Communist).

"We aim for prayers in inappropriate places"

, such as

"the corridors of universities"

,

"nothing else"

, said rapporteur LR Stéphane Piednoir.

The senators also prohibited

"actions of proselytizing or propaganda likely to disrupt teaching and research activities"

.

“They are not at the university, the jihadists (...).

We want free universities

,

”said

environmentalist Esther Benbassa.

The university

"is structurally a place where we debate"

, argued the socialist Jean-Pierre Sueur.

"Controversy is not hindrance, it is not pressure, it is not threats"

, retorted Max Brisson (LR), citing recent examples of conferences prevented from being held.

A provision has also been adopted providing that an association cannot benefit from the provision of premises if it has not signed the republican contract of engagement.

The Senate finally voted an amendment by Max Brisson aimed at banning community lists in student elections.

"We are in the process of casting shame on everything that is happening at the university, what happened and what will happen tomorrow,"

lamented Cécile Cukierman (CRCE), while Sylvie Robert (PS) denounced

"a form of political escalation which is becoming worrying because it misses that target"

.

On the other hand, the Senate did not adopt an amendment carried by Jérôme Bascher (LR) aimed at prohibiting the wearing of the veil, or any sign

"ostentatious or proselyte"

, at the university.

An amendment which

"shook the spine"

of centrist Loïc Hervé and which both Jean-Michel Blanquer and Stéphane Piednoir opposed.

For the rapporteur,

"the situation is not comparable"

to that of the school, in particular because the students

"are young adults"
