"The civil service team and system need to be reformed." This is a view that has been vigorously advocated by the establishment in the past few months and many people agree with it.
Of course, behind the proposal, whether it is a kindly urge or a political "seeking a substitute" is definitely questionable.
Hong Kong’s civil service system has been in operation for many years and has been hailed as the most "clean" and high-quality administrative backbone in the world.
Many of the previous government accountability teams and senior officials came from civil service teams.
As a "historical relic" left over from the British era in Hong Kong, civil servants have to undergo numerous screenings and tests during the selection and promotion process. Many individuals with excellent grades and good academic background have joined the "official" and have allegiance to Hong Kong and Hong Kong. people.
The fine traditions of Hong Kong public servants and the "stable and far-reaching" of existing procedures should have been an undoubted advantage.

The civil service team should not be entirely blamed for the administration of the SAR over the past two decades.
The establishment uses the "central government" as a shield, real estate developers and economic dignitaries and politicians are inextricably linked, the administrative team lacks ruling experience and fails to accurately grasp political ethics. These are a basket of deep-seated problems in Hong Kong's governance.
If the responsibility for the current situation in Hong Kong is simply shifted to civil servants, it will not only be unfair to them, but also unrighteous to Hong Kong people.
Nevertheless, we can no longer look at Hong Kong politics in 2021 from the perspective of 1997.
The turbulent international situation, the imperative integration of land and Hong Kong, years of social and economic inequality, and the disconnection between governance and the people... all kinds of problems reflect that Hong Kong needs to reform and change, and its bureaucracy and public servants must first change.
However, the reason for this change should not only be for the sake of "political correctness" and correct ideological "bad trends", but for the well-being of Hong Kong people and revitalize the professional service spirit that can make Hong Kong people proud under "one country."
