In the fourth sector, the Central Government abolished the seats occupied by the District Councils on the Election Committee and replaced them with representatives of the Hong Kong, Kowloon and New Territories District Committees, District Fight Crime Committees, and Fire Protection Committees, with a total of 156 seats.

The above committee members are appointed by the Director of Home Affairs.

As for the third railway ticket system, it is the traditional central bank's "backbone" ticket warehouse in Hong Kong.

These seats mainly include the third sector of the fisheries, agriculture and labor sectors. In the past, these two sectors rarely had "different voices" in the election of the chief executive, and they followed the central baton in voting.

Based on the above calculations, it is estimated that as many as 539 seats can be directly or indirectly controlled by the central government, and at least 232 seats are appointed or controlled by the Hong Kong government.
