The central government revised Hong Kong’s electoral system. The election committee, which dominated the first-choice battle, was "reorganized" and "held in power." Many professional sectors that were democratically sent votes were changed to group votes, and ex officio and nominating committee members were added. "Team" entered the arena in an all-round way, and the district committees, fight crime and fire prevention committees and other regional organizations that were previously located downstream of the political food chain have also moved into the circle of power, greatly increasing the number of seats directly or indirectly controlled by the central government and the Hong Kong government.
According to statistics from "Hong Kong 01", among the 1500 election committees, it is estimated that 539 seats will be directly or indirectly controlled by the central government, and at least 232 seats will be appointed or controlled by the Hong Kong government, a total of about 771 seats. The source of votes, the three systems have a total of nearly 900 "iron votes," accounting for about 60% of the seats on the Election Committee.
The myth of "king the king" with a few key votes in the previous business circles and the pan-citizens is no longer the case.
The five major sectors have the shadow of the "national team"
Election committee elections will be held in September, and 1,500 committee members will be elected.
Under the new system, in the “professional sector” of the second sector of the Election Committee, a number of sectors have been elected from the previous 30 seats to the method of “election + ex officio or nomination”, and all individual votes will be cancelled. The number of seats directly or indirectly controlled by the central government has increased significantly. For example, in 2016, the information technology sector, which had all 30 seats taken by the democrats, was replaced by the science and technology innovation sector. 15 of these seats were nominated by the academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering. The situation of taking this sector is difficult to repeat.
Under the same rules of the game, 15 seats in the accounting sector were nominated by Hong Kong accounting consultants appointed by the Ministry of Finance; 6 seats in the legal sector were nominated by members of the Basic Law Committee and 9 seats were nominated by the Hong Kong Council of the Chinese Law Society; 15 seats in the Chinese medicine sector The seat is nominated by the Hong Kong Council of the World Federation of Chinese Medicine Societies.
The seats created under the above-mentioned new system, plus the "People's Congress, CPPCC, National Group Hong Kong Members" in the fifth sector, most of the establishment members of the Legislative Council in the fourth sector, and "community associations" in the third sector "Grass-roots associations", the first sector of the China Enterprise Association, 17 seats, etc., these are the seats with a high degree of control in Beijing.

As for the other railway ticket system, it comes from the Hong Kong Government.
For example, the engineering, medical and health services, and social welfare sectors in the second sector each have 15 ex officio members held by heads of statutory bodies, consulting organizations and related organizations, and most of the posts are appointed by the government.
In the fourth sector, the Central Government abolished the seats occupied by the District Councils on the Election Committee and replaced them with representatives of the Hong Kong, Kowloon and New Territories District Committees, District Fight Crime Committees, and Fire Protection Committees, with a total of 156 seats.
The above committee members are appointed by the Director of Home Affairs.
As for the third railway ticket system, it is the traditional central bank's "backbone" ticket warehouse in Hong Kong.
These seats mainly include the third sector of the fisheries, agriculture and labor sectors. In the past, these two sectors rarely had "different voices" in the election of the chief executive, and they followed the central baton in voting.
Based on the above calculations, it is estimated that as many as 539 seats can be directly or indirectly controlled by the central government, and at least 232 seats are appointed or controlled by the Hong Kong government.
In addition, the two traditional pro-China functional constituencies, the labor sector and the agriculture and fisheries sectors, occupy 120 seats on the Election Committee. It is expected that the central government and the Hong Kong government will have nearly 900 votes.
