According to the report, France, which has intervened in Rwanda since the 1990s, overlooked preparations for genocide in Rwanda, noting at the same time that nothing proves Paris' complicity in the genocide.

The Rwandan Ministry of Foreign Affairs and International Cooperation welcomed the commission's report on France’s role in the 1994 genocide, noting that it represented an important step towards a common understanding of France’s role in the genocide against the Tutsi.

The genocide against the Tutsi minority left at least 800,000 people, according to the United Nations.
