Not all Americans in every state in the United States will be able to get vaccinated before the summer, but no later than the end of 2021.

US President Joe Biden said Tuesday that he expected all states to open eligibility for the COVID-19 vaccine to all adults by April 19.

But not all Americans plan to get vaccinated.

While states like New York and North Dakota could vaccinate all willing adults in June, some states could take until the end of 2021, and there are two very different reasons for that gap.

A survey by the US Census Bureau found that at least one in six adults "probably" or "definitely" does not plan to get vaccinated and, in some states, up to a third of adults do not plan to get vaccinated.

Other surveys have found that vaccine hesitancy rates are even higher, reducing the vaccination line.

New York has one of the lowest vaccine hesitancy rates in the country.

North Dakota is vaccinating at about half the rate of New York - about 570 fully vaccinated people per 100,000 residents each day - but could reach its vaccination capacity at about the same time as New York due to high rates of vacillation. .

According to the census survey, only about 68% of adults say they have been vaccinated or plan to do so, one of the lowest rates in the country.

Georgia and Alabama are vaccinating their populations at the slowest rate - fewer than 300 fully vaccinated people per 100,000 residents each day.

In both states, about 75% of adults have been vaccinated or plan to do so, bringing the vaccination schedule to October for Alabama and November for Georgia.

In both Vermont and Massachusetts, about 92% of adults have been vaccinated or plan to do so, more than in any other state.

But Vermont is vaccinating at a faster rate than Massachusetts and could vaccinate all willing adults by early July, about a month earlier than Massachusetts.

The most recent household pulse survey from the Census Bureau was conducted in the first two weeks of March.

For CNN's analysis, adults were judged to be willing to be vaccinated if they "received or plan to receive all required doses," or if they have not yet been vaccinated but "definitely" or "probably" plan to do so.

CNN calculated the vaccination rate using the most recent seven-day average of fully vaccinated adults reported by the CDC and population data from the Census Bureau's 2019 American Community Survey.
