US President Joe Biden last night (Thursday) announced steps to combat the widespread proliferation of weapons, following a series of mass shootings - one of which occurred hours after his speech.

"Gun violence in this country is an epidemic, and it's an international embarrassment," said Biden, who issued a presidential decree focusing on, among other things, homemade weapons, called "ghost guns" because they are unregistered and undetectable.



In addition, the presidential decree includes efforts to restrict the sale of certain types of weapons, expand background checks and support local activities to combat violence.



Biden has chosen to act through a presidential decree, which does not require the approval of the divided Congress on the issue.

Republicans are vehemently opposed to imposing restrictions on the right to bear arms, enshrined in the Second Amendment to the United States Constitution, and Democrats have a narrow majority in the Senate of one vote, Vice President Camela Harris' tie-breaker.

In addition, most of the legislation passed in the Senate needs the support of 60 senators, making it even more difficult to pass laws relating to the sensitive issue.

Before and after the Democratic presidential announcement, the grim reality slapped him in the face: On Wednesday, former football player Philip Adams murdered five people, including two children, in South Carolina, and hours after Biden's statement, a man was killed and five others injured in a store shooting in Texas.

A soldier from the National Guard forces was also injured during the exchange of fire in which the suspect was arrested.



These incidents join mass shootings that have hit the United States in recent months, and 18 people have been killed in two incidents in Boulder, Colorado and Atlanta, Georgia.

Speaking at the White House Rose Garden, Biden said 106 Americans are killed by firearms every day.

"For God's sake, this is an epidemic, and it needs to be stopped," Biden attacked.

He expressed his condolences to those killed in South Carolina.

The presidential decree gave the Justice Department 30 days to formulate a proposal that would help reduce the number of "ghost guns."



These guns are easy to assemble yourself, so they do not have a serial number and can not be traced, and those who purchase the assembly kits do not need background checks.



"Anyone, from a criminal to a terrorist, can purchase the kit and within half an hour can assemble a weapon," Biden said.

Experts say there is a growing use of home-made pistols in crime incidents.

According to federal sources, more than 40 percent of the guns seized in Los Angeles are self-made.



The Ministry of Justice has even been asked to draft a "red flag law" which the various countries could use to advance their own legislation on the subject.

These laws allow courts and authorities to confiscate weapons from people defined as a danger to the community.

Biden's moves have been praised by supporters of restrictions on the sale and possession of weapons, and condemned by the Armed Forces and Republicans.



"Each of these presidential actions will begin to address the plague of gun violence that raged during the Corona plague and it is a good start to President Biden's promise to be the most assertive president in history regarding weapons," said Everytown for Gun Safety president John Feinblatt.

He added that the Biden administration's decision to treat the ghost guns "as the deadly weapons they will undoubtedly save many lives".



The National Rifle Association (NRA), the largest arms lobby in the United States, said on the other hand that Biden's moves were "extreme" and that he was ready to fight them in the courts.



The governor of Texas, Republican Greg Abbott, called Biden's order "a new liberal kidnapper aimed at taking our weapons," and promised not to allow it in the state.

After the shooting incident in Brian, Texas, Abbott said he was working with state authorities, promised to assist in prosecuting the suspect and offered prayers to the families of the victims.
