The Independent Commission Against Corruption yesterday (8th) sued a former employee of the shoe retailer Skechers and a production company operator, accusing them of conspiracy to defraud the decoration and decoration project, and falsely claimed that two production companies were one of the production companies involved in the quotation. The defendant Huang Weicheng (47 years old), Skechers' former engineering and window assistant manager; and Chen Congwei (46 years old), the operator of Zhanyi Production Company and Multi-Creative Advertising Supply Company, were also charged with one count of conspiracy to defraud, which violated the common law.

Huang Weicheng was also charged with one count of forgery, violating section 71 of the Criminal Offences Ordinance.

The ICAC received a corruption complaint earlier and revealed the suspected crime after investigation.

Skechers provided full assistance during the ICAC investigation.

Huang Weicheng was responsible for processing the quotation at the time of the case and selecting the contractor to carry out the decoration and layout works for the Skechers store.

One of the charges alleges that Huang Weicheng and Chen Congwei were suspected of conspiring to defraud Skechers from November 30 to December 21, 2017, dishonestly falsely claiming that Zhanyi and Duo Chuangxin provided for a renovation project There is real competition for the quotation, obtained through the competitive process, and independently prepared by the two companies, thereby defrauding Skechers to award the project to Zhanyi.

The other charge alleges that Huang Weicheng was suspected of fabricating a false document on or about December 20, 2017, that is, an email that appeared to be sent by Chen Congwei and intended to use it to induce the vice president of Skechers to accept it. It is a true document.

The ICAC investigation revealed that Chan Yi and Duo Chuang are also operated by Chen Chongwei.

The two companies were suspected of providing Skechers with an quotation of about 300,000 yuan for the above-mentioned decoration and layout project, and Huang Weicheng allegedly suggested that the quotation is slightly lower than the more creative Zhanyi responsible for the project.

The ICAC also sued Chen Yuheng (37 years old), an assistant store manager of an audio-visual product retailer, in the aforementioned division of the investigation. He was charged with fraud, forgery, use of false documents, and conspiracy to forge documents, which involved the renovation of two Skechers branches.

He was also granted bail by the ICAC and will defend him in Kwun Tong Magistracy next Monday (12th).
