According to initial rumors, the law provides for the states in counties with an incidence of up to 100 to be left with decision-making authority.

In addition, a night-time curfew from 8 or 10 p.m. to 5 a.m. should apply.

All shops except for grocery stores, drug stores, pharmacies, garden centers and hairdressers are to close and compulsory testing for companies will come into force.

The plan to compulsorily close schools with an incidence of 200 or more is controversial.
