According to data, ractopamine, commonly known as "Clenbuterol", can convert fat in the body of edible animals such as pigs and cattle into muscle tissue, thereby promoting growth and increasing the proportion of lean meat.

Hong Kong currently refers to the standards of the International Codex Alimentarius Commission. The maximum residue limits for muscle, liver and kidney of cattle and pigs are 10, 40 and 90 micrograms per kilogram respectively. The United States, Brazil, Canada, Australia, New Zealand, South Korea, etc. Many countries, like Hong Kong, allow the addition of ractopamine to animal feed at recommended concentrations, while the mainland and the European Union completely prohibit the import of pork containing clenbuterol.

Lu Songxiong, a member of the Legislative Council of the Federation of Trade Unions, questioned that Hong Kong's standards are too lenient and require the authorities to follow the mainland and EU standards.
